Community Planning for Disaster Management Class 9 Notes Social-Science Disaster Management Chapter 4

Points to remember.

1. The Story of Samiyarpettai

(i) The southern coast of India was hit by giant tsunami waves on 26th December 2004.

(ii) The poorest and the most underserved, who were mainly from the fishing community, had to bear the brunt of the tsunami.

(iii) The people of Samiyarpettai, a small village in the coastal state of Tamil Nadu, were one of those blessed communities who were saved. The villages close to Samiyarpettai had five times higher death toll.

(iv) Samiyarpettai villagers were able to save themselves because the Government of Tamil Nadu with the support from United Nations Development Programme (UNDP)had initiated the disaster risk Management Programme.

2. Risk Management Plan

(i) The main objective of the programme was to enhance the capacity of the local people by providing them training on first aid, search and rescue, early warning etc.

(ii) The local community of samiyarpettai village was guided by the local administration and NGOs to prepare a Village Disaster Preparedness and Response Plan.

(iii) Since the community was self sufficient, they were able to respond effectively within a short period of time to save the precious lives of the villages.

3. Community Planning for Disaster Management

(i) The story of Samiyarpettai village clearly shows the importance and need for community planning for any hazard that is likely to occur in an area.

(ii) During and immediately after a disaster, it is most often the neighbours or people of the community who respond first. They are normally the ‘first responders’ before the affected people can seek any support from the local authorities or any Non Government Organisations. (NGOs)

(iii) Just before and the first few hours after a disaster are critical and precious to save lives and reduce furtherinjuries.

(iv) Often external help may take time to reach the disaster site. It is in this situation that well trained community members play a vital role and are considered as life saving assets.

(v) Without the involvement of communities, the disaster management plan is not be complete.

(vi) The government of India strongly advocates the building of community capacities in various aspects of disaster response, and urges communities to develop disaster management plans to prevent disasters, mitigate them and prepare better to combat various hazards.

(vii) Students and teachers as educated members of the society play a crucial role in guiding and facilitating the process of planning in communities to reduce disaster risks.

4. Why should the Community be at the Heart of disaster management Initiative?

The community should always be at the heart of any disaster management initiative because of the following reasons

(i) First Responder Since the community is at the site of the disaster, it is the first one to respond to it.

(ii) Source of Maximum Information When a disaster occurs in an area, no one will have better or more comprehensive and ‘up to date’ information on the people living there and its resources than the inhabitants of that area.

(iii) Local Coping Mechanisms Most disasters are recurrent; hence, there is always a traditionally established coping mechanism that is handed down over generations. This would ideally be the most immediate response measure for the local environment though it could be improved through technical backing.

(iv) Self-help is in Self Interest It would be the natural instinct of the community to respond quickly on such occasions, since over-dependence on external resources may be time-consuming and even ineffective.

5. Role of Village Disaster Management Committee

(i) The main responsibility of the Village Disaster Management Committee would be to create awareness among the community members so as to reduce the impact of any hazard and guide the community in the preparation of the Village Disaster Management Plan.

(ii) Village Disaster Management Committee helps in the formation of the Village Disaster Management Teams(VDMTs).

(iii) The VDMTs should have volunteers who can be trained inbasic functional areas that are critically required in that situation.

(iv) Some VDMTs are

  • (a) Early Warning and Communication Team
  • (b) Evacuation and Temporary Shelter Management Team
  • (c) Search and Rescue Team
  • (d) Health and First Aid Team
  • (e) Relief Co-ordination Team
  • (f) Water and Sanitation Team Based on the skills required, the villagers decided on the volunteers to be a part of in each of the team.

(v) The VDMTs can seek help for sector wise trainings from the following institutions

  • ( a) Early Warning and Communication Army base in the district headquarter.
  • (b) Evacuation and Temporary Shelter Management
  • District Police Department.
  • (c) Search and Rescue Fire brigade in our district headquarters.
  • (d) Health and First Aid A doctor from the st. John’s hospital or government hospital.
  • (e) Relief and Co-ordination The local NSS chapter.
  • (f) Water and Sanitation A what san engineer sent by the district panchayat.

(vi) Apart from this, the villages also need maste masous who can build howses that are earthqake cyclone resistant.

Fourth Page – Introduction to Tsunami

The word  “tsunami” comprises of two Japanese words  (” tsu ” meaning harbor and “nami” meaning wave)

It is a series of long waves commonly generated by under-the-sea earthquakes.

sudden and large displacement of the ocean water whose heights could be greater than 5 meters triggers Tsunami.

Large earthquakes below or near the ocean floor are the most common cause.

Apart from Landslides, volcanoes, and near-earth objects like asteroids, comets can also cause a Tsunami.

But as the waves travel inland, they build up to higher and higher heights.

The speed of  tsunami waves depends on ocean depth, not on the source of the wave.

Tsunami waves often look like walls of water and can attack the shoreline.

It can be dangerous for long as the waves keep on coming every 5 minutes.

In the case of a Tsunami, the first wave may not be the largest.

as it progresses, the 2nd, 3rd, 4th, or even later waves that are the biggest.

Fifth & Sixth Page – Causes of Tsunami

Earthquakes.

As you know, It can be generated by movements along fault zones associated with plate boundaries.

All underwater earthquakes are neither harmful nor cause tsunamis.

There are four major conditions necessary for an earthquake to cause a tsunami. They are

i) An earthquake under the ocean.

ii) The intensity must be 6.5 or more on the Richter Scale.

iii) must occur at shallow depth up to 70 km.

iv) and most important, vertical movement of the seafloor.

  • A landslide along the coast can force large amounts of water into the sea.
  • It can disturb the water and generate a tsunami.
  • Even underwater landslides or an earthquake can also result in tsunamis.
  • material that becomes loose due to landslide moves at a greater speed violently, pushing and raising the water in front of it.

Volcanic Eruption

Violent volcanic eruptions represent also sudden and forceful disturbances.

In the ocean can therefore displace a great volume of water.

Due to this, can generate extremely destructive tsunami waves.

The volcano of Krakatoa, in Indonesia, was one of the largest and most destructive tsunamis ever recorded in 1883.

This explosion generated waves that reached 135 feet high.

It destroyed coastal towns and villages and killed more than 30,000 people.

Extraterrestrial Collision

By Extraterrestrial collisions we mean asteroids and meteors falling from space due to earth’s gravity.

But, these are an extremely rare occurrence.

Although to this date, there is no such record of such a tsunami.

If the size of an asteroid or meteor is , 5-6 km in diameter, it can displace a large volume of water to cause a tsunami.

Seventh Page – Early warning signs of a Tsunami ( Project on Tsunami)

  • A large earthquake for more than 20 seconds.
  •  the recession (MOVING OF SEA WATER BACK).
  • Seismologists are placed to monitor such events.
  • As soon as possible, a tsunami warning is issued to media and municipalities in regions where a tsunami is likely to hit.
  • Sudden change in the behavior of sea waves.
  • When you get a warning of a tsunami, if there is time, move to higher ground immediately.

Eighth Page – Preparedness before Tsunami

  • Check your house and place for any potential dangers related to flooding.
  • Identify which places or locations are vulnerable
  • Turn off the gas and electricity in your house for safety
  • Keep and store all your documents at a higher and safe place.
  • Ensure an emergency kit and evacuation plan.
  • The kit must be portable (easy to carry)
  • Keep the contact numbers of local emergency, ambulance, Police and fire department.

Ninth Page – Preparedness during Tsunami

  • Do not go near the shore to watch a tsunami, it could be dangerous.
  • If you cannot move to higher ground, stay inside your house in a group.
  • wait and try to take the advantage of the gap between two tsunami waves.
  • Listen for warnings carefully.
  • After a tsunami, you may encounter a flood.
  • Be alert. Do not panic and listen carefully to rescue officials.

Tenth Page – Precautions to be taken after Tsunami

These are general instructions that apply to many emergencies but not

every situation is the same.

i) Try to stay calm and do not panic.

ii) Check yourself and your near and dear ones for injuries. If possible give first aid.

iii) Avoid turning on electrical switches.

or flammable liquids spilled.

iv) Use mobile flashlights or a battery-operated torch.

v) check the building for structural damage.

If you find it unsafe, leave immediately.

vi) Get help if necessary.

vii) Listen to the local authorities.

viii) avoid using telephones. Leave the lines free for official use.

ix) Keep sufficient water and ready-made food.

x) Moreover, If you are in a high building, do not use the lift.

Eleventh Page – After Effects of Tsunami

Tsunamis continue to affect people even after the water has receded because

i) It can destroy the sewage system, and building structures.

ii) long-term health problems due to Decaying dead bodies of human and animals.

iii) financial losses and fear can further lead to psychological problems.

iv) Spread of infection, disease, and casualties.

v) will take time to reconstruct and the situation to get normalized.

vii) The worst will be heavy rush in hospitals, lack of doctors and other medical facilities.

Moreover, Transportation and communication will also come to a halt.

Twelfth Page Tsunami in India – a brief history

Day and Date of Tsunami: 26th December 2004

Time of Tsunami              : 7:59 a.m.

Reason of Tsunami          : underwater earthquake

Intensity of earthquake   : 8.9 on the Richter scale.

Location of Tsunami        : Indian Ocean near Indonesia.

Worst affected countries:  Indonesia, Sri Lanka, India, Maldives, and Thailand

Total Number of Deaths : 225,000 people

Worst affected areas in India: Coastal regions of Tamil Nadu, Andhra Pradesh and Kerala.

Steps taken by Government after 2004 tsunami:

i) Firstly, National Oceanic and Atmospheric Administration has improved the ability to detect and forecast tsunamis.

ii) Secondly, expanding a network of tsunami-detecting ocean sensors.

iii) Thirdly, Improvement in forecasting and warning systems

iv) Finally, Creating awareness and educating people about tsunamis.

v) Moreover, trained rescue escorts and formation of NDMA was a good step.

Mumbai, the city of dreams, also faces the annual challenge of the monsoon season.

When it rains, it helps cool things down after a hot summer but, too much rain can cause floods, make streets fill with water, and even cause landslides, which can create big problems and damage things.

This project of mine focuses on the monsoon season as a natural disaster in Mumbai.

Mumbai Monsoon Threat – Best Disaster Management Project Class 9

Through research and discussions with my local residents’ association, I learned that Mumbai’s geography makes it particularly vulnerable during heavy monsoon rains. The low areas and poor drainage systems most of the time lead to waterlogging, crippling transportation and causing infrastructure damage.

Building a Monsoon Preparedness Kit – Best Disaster Management Project Class 9

Considering the specific threats of Mumbai’s monsoons, I assembled a disaster preparedness kit suitable for a typical household.

The kit includes Waterproofing essentials Leak-proof bags for important documents, plastic sheets, and waterproof torches.

Emergency supplies First-aid kit, battery-powered radio with extra batteries, non-perishable food items (enough for at least 3 days), bottled water, and a whistle for signalling for help.

Made Posters – Best Disaster Management Project Class 9

I created posters with clear instructions on what to do before, during, and after a monsoon disaster. I put them up in places everyone sees, like our building’s notice board, the local kirana stores (grocery shops), and even bus stops!

Spreading the Word Online – Best Disaster Management Project Class 9

I started a campaign on Facebook and Instagram using #MumbaiMonsoonReady. I posted tips on how to be prepared, what to include in a disaster kit, and even evacuation plans for areas that might flood. Talking to Neighbors: I volunteered to give short presentations at resident association meetings. I explained why being prepared is important, showed what’s in a disaster kit, and answered everyone’s questions.
