On a crisp spring day in 1940, under the shadow of the Badshahi Mosque, in a city that has been at the heart of the Muslim subcontinent for centuries, a group of men resolved to create a separate homeland for their people.

Surrounded by leaders of the All-India Muslim League and the Khaksars, Muhammed Ali Jinnah took to the stage in Minto Park to address the thousands in attendance, laying down the unequivocal demand for Pakistan. The Lahore Resolution, signed the next day on 23rd of March, became the bedrock on which the struggle for Pakistan was built.

Today, on the exact spot where the founders of the nation once stood, stands a monument that not only commemorates that momentous occasion, but whose history mirrors the fortunes of the young, struggling nation. For the keen eyed, within the flowing white lines of Minar-e-Pakistan can be seen the vision of the new state, and the ideals meant to guide it.

Minto Park – like much else in British India – was named after English nobility; in this case Lord Minto, Viceroy and Governor-General of India. Once a parade ground for the British military, the park was an important symbol of Pakistan’s colonial legacy – one that needed to be replaced by an equally important symbol. As the turbulence of a bloody Partition and the pressures of mass migration began to subside, Pakistan looked to do just that. In 1959, Field Marshal Ayub Khan commissioned the creation of the monument and the first stone was laid on 23rd March 1960, exactly 20 years after the Lahore resolution was passed.

However, the ambitions of Ayub Khan soon met with reality. The new state of Pakistan could not afford a grandiose monument – symbolism had to replace sheer scale. Even this revised goal needed extensive funding – which the government of Punjab arranged by instituting the Pakistan [Day] Memorial Cess (Punjab) Act, 1964, which taxed racecourse and movie tickets. Still, Ayub Khan needed the right man for such a job; and fortunately, he found exactly what he was looking for.

The story of Minar-e-Pakistan is entwined with the story of its builder; Nasreddin Murat-Khan. Born to a Turkic family in Dagestan, Murat-Khan’s struggle against the Russian Empire’s occupation of Muslim-majority Caucasus region parallels the independence struggle in the Subcontinent, albeit with a different result. Unsuccessful in freeing the region, without a home, and living in a refugee camp in Germany, Murat-Khan chose to migrate to newly created Pakistan with his family in 1950. Here in his adopted homeland he used his triple degrees in architecture, civil engineering and town planning from the Leningrad State University (now known as the Saint Petersburg State University) to help build countless iconic structures – such as Gaddafi Stadium and Fortress Stadium in Lahore.

Yet he would be best known for designing and engineering the Minar-e-Pakistan. Murat-Khan’s mixed heritage and his pan-Islamic sense of identity would be reflected in the minaret’s design – a syncretic blend of Mughal and modernist architecture that produced something uniquely Pakistani.

Minar-e-Pakistan rises from the centre of Minto Park’s – later renamed Iqbal Park – verdant gardens. Seen from the air the tower sits on a tear shaped platform which points straight towards the Badshahi Mosque.

The Pakistan Movement is carved into the very foundations of the monument. The first platform is rough-hewn rock from Taxila – its coarseness and disharmony symbolising the early days of the movement. The next step is hammer-dressed stones; they are more uniformly sized, and fit together better – the movement takes shape. Between the second and third platform lie two interlocking crescent shaped pools – the same crescent that adorns Pakistan’s flag, and represents Islam in many cultures across the world. These crescent pools lock to create a circle that will hold the final two platforms. The third is chiselled and embellished stone – it is refined and decorated, but it still carries imperfections.The final platform is made of gleaming marble, shaped like a five-pointed star, set in the center of the two crescents. For coarse to fine, from stone to marble, the platforms chart the journey and eventual success of the Pakistan movement.

 But what comes after independence, what is to be built on top of the white marble star; a new nation.

The Minar’s base is made of six large marble slabs bearing inscriptions that aim to capture the ideals of the Islamic state. The national anthem of Pakistan in Urdu and Bengali, excerpts from Muhammad Ali Jinnah’s speeches, Quranic verses and a few couplets of Dr Allama Iqbal are intricately etched on the base walls. As it rises the structure curves and opens up like the petals of an unfolding flower.This universal motif of prosperity is made from steel and concrete - the materials which built the modern world.

The tower rises to a height of 70 meters and is topped by a stainless-steel dome. The change was made at the behest of the government’s planning committee who wanted the monument to resemble a mosque’s minaret. Nusat-Khan had envisioned a top that gradually met at a sharp upward pointed spike – to represent the nation’s continued progress into the future.

Minar-e-Pakistan was completed after eight years in October 31, 1968 at an estimated cost of Rs7,058,000. It instantly captured the nation’s imagination with its pure idealism and its distinctive silhouette became synonymous with Pakistan overnight. But its story was far from over.

As Pakistan lurched from one crisis to the next the monument suffered with it. Iqbal Park fell into disrepair, the Minar’s white marble yellowed, the nearby tomb of Hafeez Jallandhari became a safe haven for drug addicts, and the grounds were repurposed for other activities. The Pakistan People’s Party government in Punjab even allowed dog races in the park in the 1970s. In 2016, under the Pakistan Muslim League-Nawaz, the reconstruction work on the Greater Iqbal Park began – today it is back to its original grandeur. Throughout all of this, Iqbal Park and Minar-e-Pakistan have remained an enduring symbol of the Pakistan movement. To this day, political parties – secular or religious, conservative or liberal – have all sought to launch their movement from Iqbal Park, under the shadow of the Badshahi Mosque, in a city that has been at the heart of the Muslim subcontinent for centuries.

He was now the great leader of Pakistan movement, and soon it was clear to everyone, the British leadership, Gandhi, Nehru and Azad amongst others, that they have no choice but to agree to the two-nation solution; and Jinnah was resolved to achieve.

Pakistan Resolution Day, 23rd March 1940, is a day that is celebrated with great zest and zeal all over the country, and by the Pakistanis residing abroad all over the world. The Pakistan Resolution, earlier known as the Lahore Resolution, took place in Lahore’s famous Minto Park (currently known as Iqbal Park). It is a national holiday, a Republic day that is admired by Pakistanis all over the world for its significance in in the history and creation of Pakistan.

The ideology developed on 23 rd March took forward the idea of a separate state for the Muslims garnering the unwavering support of Muslims and their leaders throughout the subcontinent. It was the day that Pakistan became a crystal clear necessity for the Muslims, and it was a major milestone in the creation of the first Islamic Republic in the world.

Before this auspicious day, the Muslims had little idea or objective for their future, as Muslim leaders and politicians were all pursuing conflicted interests and goals. However, when the Muslim League took the center-stage by passing the Lahore Resolution, it sent a clear message to the Hindu Press, which started criticizing and ridiculing the idea of Pakistan.

The session of Pakistan Resolution Day, 23rd March 1940 was opened by the presentation of Nawabzada Liaquat’s annual report, after which Bengal’s Maulana Fazlul Haq passed the famous Lahore Resolution, which later became famous as the Pakistan Resolution.

“The areas in which the Muslims are numerically in a majority as in the North-Western and Eastern zones of India should be grouped to constitute ‘Independent States’ in which the constituent units shall be autonomous and sovereign.”

Choudhry Khaliquzzaman then stepped forward to second this resolution, along with giving the Muslims a brief overview of all the reasons and causes that compel them to demand a separate and independent state that is not subjected to any scrutiny or interference by any other power. All the Muslim leaders, including M.A Jinnah, Maulana Zafar Ali Khan, Sardar Aurangzeb Khan, Sir Abdullah Haroon, Nawab Ismail Khan, Qazi Mohammad Isa and I.I Chundigar amongst others, supported and advocated this resolution.

That day Quaid e Azam Muhammad Ali Jinnah laid the foundation for the separate Muslim state that would dispossess the Hindus the right to subjugate and suppress the Muslims of India.

In his 23 March speech, he said:

“The Hindus and the Muslims belong to two different religions, philosophies, social customs, and literature. They neither inter-marry, nor inter-dine together, and indeed they belong to two different civilizations which are based mainly on conflicting ideas and conceptions. Their aspects of life are different. It is quite clear that Hindus and Muslims derive their inspirations from different sources of history. They have different epics, their heroes are different, and they have different episodes. Very often the hero of one is a foe of the other, and likewise, their victories and defeats overlap. To yoke together two such nations under a single state, one as a numerical minority and the other as a majority must lead to growing discontent and the final destruction of any fabric that may be so built for the government of such a state.”

Jinnah’s address lasted for 100 minutes, and with every pause in his speech, Minto Park was pounded by the thunderous applause of the millions and millions of Muslims who had gathered to hear their leader plan out the future course of political action. It is interesting to note that the majority of his audience, more than 100,000 people, did not even understand Jinnah’s 23rd March speech in English, they would still be captivated and visibly touched by every single word he uttered. His repetitive assertions to create a separate Muslim nation led the Muslims of the subcontinent to believe that they were indeed “ a nation by any definition ”.

That Pakistan Day Speech by Jinnah and other Muslim leaders left Congress terrified of the power that Muslims of the subcontinent were emerging to become. It had become crystal clear that the Muslim League was now openly advocating the right for a separate Muslim state, which would naturally divide India and create two independent states. Jinnah had already taken the necessary steps to counter this Hindu opposition towards the idea of creating Pakistan, and he steered the Muslims with a courageous, iron determination, compelling them to seek the ultimate goal of political, spiritual and financial freedom.

Mr Jinnah’s friends and family who truly understood the man always believe that once this powerful man made his man, nothing on this planet could deter him from pursuing it. On that incredibly important and powerful afternoon of 23rd March 1940, Jinnah made some momentous and crowd-gripping pronouncements, and even though it would take seven more years for the rest of the world to truly understand and glorify Jinnah’s words. For the Muslims, it poured into their hearts the light of freedom and they knew that now, there is no turning back.

It was the unshakable leadership of Muhammad Ali Jinnah, and the firm dedication of Muslims of South Asia toward their goal which we saw on 14 August, 1947 in the form of Pakistan.

PESHAWAR, Mar 22 (APP):Faced with endless disparity, inequality and discrimination in that era of darkness and oppression, the Muslims who ruled Indo-Pakistan subcontinent for nearly 800 years, were pushed to the wall by the colonial masters as they considered them arch rival after the failure of the War of Independence 1857.

Deprived Muslims of all kinds of political, economic, human rights and liberties, the colonial masters who grabbed power under the guise of East India Company after overthrowing last Mughal Ruler Bahadar Shah Zafar started tilted towards socioeconomic, political and educational empowerment of the Hindus. This great injustice has furthered increased the intellectual, political and educational decay of the Muslims after they were almost out of government jobs, education, civil and military services.

During that era of darkness and oppression, the Muslims were given a new hope and direction by the renowned educationist and political thinker, Sir Syed Ahmed Khan, who instilled a new hope, direction and dynamism among oppressed Muslims following an inspirational teaching of the great religious leaders, Mojadad Alf Sani and Shah Waliullah.

Brought about an intellectual revolution among the Muslims through educational, political and social reforms, Sir Syed Ahmed Khan on one side nullified the malicious propaganda of the colonial rulers, Hindus viz a viz pessimist forces and brought Muslims of British India out of the ominous and oppression on the other side besides enabling them to regain their past glory.

The All India Muhammadan Educational Conference (AIMEC) Aligarh founded by Sir Syed in 1886 had empowered the Muslims with modern education, socio-economic development and political unity, helping them to gain ground in that era of hatred and pessimism.

The network of educational institutions, political and social unity under AIMEC had significantly enabled millions of Muslims soon to compete with other communities including Hindus and provided a launching pad for Muslims to initiate a peaceful political and democratic struggle for a separate homeland in the subcontinent.

Muhammad Youas Khan, Chairman, Political Science Department, Islamia College Peshawar told APP that Sir Syed had broken the British-Hindu nexus after its goal-oriented multi-sectoral reforms that excelled followers of Islam in education, social, economic and political sciences, resultantly their voices were strongly heard.

He said the foundation of All India Muslim League (AIML) on December 30, 1906 in Dhaka had united Muslims by giving new impetus to the independence movement for Pakistan.  “The freedom movement had witnessed further momentum after Quaid-i-Azam Muhammad Ali Jinnah spearheaded it after formally joining AIML in 1913 and outlining of an independent state for Muslims majority provinces in North Western India by the great poet-philosopher Dr. Allama Muhammad Iqbal during historic Allahabad’s address in 1930.

Thus, Dr Allama Muhammad Iqbal became the first politician to articulate the two-nation theory that Muslims were a distinct nation and deserved political independence from other regions and communities of the united India. “Pakistan movement had passed through different phases and finally achieved its practical shape in 1933 during a high-level gathering in London where Chaudhary Rehmat Ali presented the name of Pakistan,” he said.

Recalling Rehmat Ali’s famous saying ‘now or never or perish forever,’ he said the two former students, Aslam Khattak and Inayatullah Khan of Charsadda along with other Muslims leaders endorsed the name of Pakistan. “Pakistan’s name and Allahabad’s historic address had set a clear direction to the Muslims to achieve Pakistan.”

Under the dynamic leadership of Quaid-i-Azam Muhammad Ali Jinnah, millions of Muslims assembled at Iqbal Park in Lahore on March 23, 1940 where they passed the historic Pakistan’s Resolution. Following the adoption of the Pakistan Resolution, Quaid-i-Azam reorganized AIML on modern lines and made repeated visits to all Muslims majority provinces including KP (earlier called NWFP) to mobilize masses for Pakistan.

Committed to the noble cause, the legendary Quaid received a historic welcome when he visited Khyber Pakhtunkhwa and Islamia College Peshawar (ICP) in 1945 where a sea of people arrived to see a few glimpses of their beloved leader. Yousaf said that it was the love of the people of KP with the great Quaid that AIML secured over 50 seats in the province during 1946 elections, rejected Congress and after that historic victory, nobody could stop the independence movement from this province. Finally, Pakistan came into being on August 14, 1947 on the world map within seven years after the adoption of the Pakistan Resolution on March 23, 1940.

“The Pakistan Movement’s history could not be completed without mentioning the historic role of Islamia College Peshawar’s (ICP) students,” he said, adding the legendary Quaid visited ICP in 1936, 1945 and 1948 to acknowledge the outstanding role of its students during the Pakistan Movement.

On April 12, 1948, Quaid-i-Azam visited ICP as the first Governor General of Pakistan where he presented glowing tributes to the services of its students towards making Pakistan in these words. “I am indeed very happy to be present here today and to have the privilege of addressing students of this great Darul Uloom, who are the future builders of Pakistan. Remember your government is like your own garden. Your garden flourishes by the way you look after it and the efforts that you put towards its improvement. Similarly, your government can only flourish by your patriotic, honest and constructive efforts to improve it.”

He wished to construct a university near ICP that was fulfilled by the government within a gap of one year by establishing University of Peshawar in 1949. The Quaid had an immense love for tribesmen of merged tribal districts (Erstwhile FATA) for their strong commitment, loyalty, sacrifices and consistent support during the Pakistan movement acknowledged by him during his address at Grand Tribal Jira at Governor House, Peshawar on April 17, 1948.

He laid great emphasis on education and socio-economic development of tribesmen and considered technical education, science and technology as prerequisites for attaining goals of sustained development and economic prosperity.

The Resolution was seconded by Maulana Zafar Ali Khan from Punjab, Sardar Aurangzeb from the NWFP, Sir Abdullah Haroon from Sindh, and Qazi Esa from Baluchistan, along with many others. It laid down only the precepts, with the details left to be worked out at a future date. It was made a part of All India Muslim League’s establishment in 1941. More significantly, it was based on this resolution that in 1946 the Muslim League decided to go for one “maverick” state for the Muslims, instead of two.

Having passed the Pakistan Resolution, the Muslims of India altered their ultimate goal. They set out on a path whose goal was a separate country of origin for the Muslims of India, in lieu of seeking union with the Hindu community. Different participating leaders of the session of All-India Muslim League held on March 23, 1940, letting in the Quaid-i-Azam, agreed that India was never united; rather it was split between Muslim India and Hindu India and it would remain so in the future. After the downfall of the Muslim conglomerate, it was the first time that the resolution proved a ‘line of direction’ for drifting Muslims. The resolution not only injected new blood into the veins of the Indian Muslims to speed up their struggle to their destiny but also regenerated their slow-down political activity for self-determination in the areas where they made a numeral bulk.

قائد اعظم نے اپنی قوم سے اپنے ایک خطاب کے دوران اعلان کیا تھا کہ” پاکستان کا حصول محض زمین کا ایک ٹکڑا نہیں بلکہ ایک تجربہ گاہ کی حیثیت سے چاہتے ہیں، جہاں ہم اپنے اللّٰہ اور اسکے حبیب صلی اللہ علیہ وسلم کی بتائی ہوئی راہوں اور اس کے اصولوں کو عملی جامہ پہنا سکیں” نزول رحمت بازی نے اس عہد کو شرف قبولیت بخشا اور ہم دولت بیدار سے نواز دیے گئے جس کا نام پاکستان ہے۔ صدر محترم! سچ تو یہ ہے کہ بر صغیر کے مسلمانوں نے کوئی دو سو سال تک یہ خواب دیکھا تھا اور اس خواب کی تعبیر دیکھنے کے لئے کئی خونریزہ جنگیں لڑی گئیں۔ جی ہاں شاہ آباد اور بریلی کے تین سو تیرہ مجاہدین نے دشت و بیاباں سے گزر کر بالاکوٹ کی زمین کو لہو سے لالہ زار بنایا۔ علمائے حق نے مالٹا کی ہولناک اسیری جھیلی، اپنے عزیزوں اور اپنے جگر گوشوں کے ٹکڑے کروائے اور اس تاریخی سعی بسیار، بے مثل قربانی کے بعد وہ شب قدر آئی جو بلاشبہ نزولی رحمت سے کم نہیں۔ سامعین کرام مان جائیے یہ خوش کن حقیقت حضرت کی آزادی کی یہ نعمت ہمیں بے مثل قربانیوں کے صلہ میں میسر آئی۔ الحمدللہ پاکستان کے چمن کو اس کے مالیوں نے پھول سے بچوں کے معصوم خون کیساتھ سینچا۔ اس گلستان کی آبیاری ہزاروں بے گناہ نو جوانوں اور بزرگوں کے رنگین لہو سے کی گئی۔ پاکستان کے وجود کی خاطر بے شمار سہاگنوں کے سہاگ لوٹے، لوگوں نے اپنے معصوم جگر گوشوں کو اپنی آنکھوں کے سامنے سنگین کی نوک پر چلاتے اور تڑپتے دیکھا۔ بتائے محترم وہ آزادی حیرت جو اتنی قربانیوں کے بعد نصیب ہوئی کوئی سنگدل ہو گا جو اس متاع بے بہا کو دل وجان سے پیار نہ کرے۔ ہم سب کو ایک شاعر دردمند کے اس دعوی سے مکمل اتفاق ہونا چاہئے کہ پیارے وطن!

تیری بنیاد میں ہے لاکھوں شہیدوں کا لہو ہم تجھے گنج دو عالم سے گراں پاتے ہیں صدر محترم! میرے قائد نے ایک دفعہ اپنی قوم سے خطاب کے دوران فرمایا تھا کہ پاکستان ایک باغ کی مانند ہے اور ہم پاکستانی اس باغ کے مالی، لہذا ایک فرض شناس باغباں کی حیثیت سے ہمیں اس پاک چمن کی حفاظت کرنی ہے اور آبیاری کا فرض خلوص و محبت سے انجام دینا چاہیے۔ سامعین کرام! مادر وطن کے ساتھ عقیدت و محبت کے اس طرح اظہار اور پیار کے بعد اب ہم اس کی تاریخ پر نظر ڈالتے ہیں۔ لوگ عموماً تحریک پاکستان کو 23مارچ 1940سے 14اگست 1947 سات سالوں میں مقید کرتے ہیں حالانکہ ایسا نہیں ہے۔ پاکستان کا قیام صرف انہی دو تاریخی ایام کی تقسیس کا محتاج نہیں، پاکستان اس روز کا قائم ہو گیا تھا بلکہ قائد عظیم کے الفاظ میں پاکستان کی بنیاد اس دن رکھ دی گئی تھی جس دن ہندوستان کے پہلے باشندے نے کلمہ لا الہ الا اللہ محمد الرسول اللہ پڑھا تھا۔

دراصل پاکستان نام ہے تاریخ کے تسلسل کا، تحریک پاکستان درحقیقت صدیوں کی مسلسل جدوجہد پر محیط ہے۔ اس کا آغاز انگریزوں کی ہندوستان میں آمد اور مغلیہ سلطنت کے زوال یعنی اٹھارویں صدی عیسوی سے ہوچکا تھا۔ اس تحریک کے اولین مظہر تھے جنہوں نے مسلمانوں کے لئے اسلامی مملکت کے قیام کی کوشش کی اللہ تعالی کے اس شعر کی شہادت کے بعد یہ تحریک کچھ عرصہ کے لیے زیر زمین اپنا جادو جگاتی رہی۔ جی ہاں بالکل پہاڑی ندی کی طرح اٹکتی پچکتی اور لڑکھتیہوئی شاہ ولی اللہ اور سید احمد شہید کی تحریکوں سے عملی ویو سے ٹکرانے کے بعد یہ تحریک پھر کچھ وقفے میں زیر زمین میں پلتی بڑھتی تحریک خلافت کی شکل میں پھر منظر عام پر آگئی۔ علی برادران نے اس تحریک کی خوب آبیاری کی ان کے بعد تحریک پاکستان کا پرچم علی گڑھ کے مجاہدین کے ہاتھ آیا۔ سرسیداحمدخان، ڈپٹی نذیر احمد، شبلی اور حالی جیسے مادران خفا کی کوشش نے اسکی آبیاری کا فریضہ خوب اچھی طرح ادا کیا۔ اس کے بعد علامہ اقبال اور پھر مولانا ظفر علی خان سے ہوتا ہوا آخر کار اس قافلہ سخت جان کی سر براہی جناح جیسے مرد جری کے کندھوں پر آ پڑی۔ الحمدللہ بس اس کارواں کو اصل امیر مل گیا بقول اقبال؀

ع ہوتا ہے جادؤ پیماں پھر کارواں ہمارا

صدر محترم! سچ تو یہ ہے کی یہ ہماری پاک سرزمین محمود غزنوی کے اس خواب کی تعبیر ہے جب اس مرد مجاہد نے سومنات کے بھارتی پتھر کو پاش پاش کیا تھا۔ اس مقصد خون کا نذرانہ جو ظالم انگریز کے مد مقابل سرنگاپٹم کی دیواروں کے نیچے بہایا تھا۔ محترم سامعین مان جائیے یہ حقیقت لاہور کے عالمگیری شاہی مسجد اور دو قدم آگے مینار پاکستان کے درمیان جو تھوڑا سا فاصلہ ہے، اہل جنوں نے یہ مختصر راستہ خون کےبے شمار دریا عبور کرنے کے بعد طے کیا تھا۔ اس طرح اس میں نہ جانے کتنے مشکل مراحل آئے، کتنی بار عشق کا امتحان ہوا۔ اس راستے پر قائد اعظم اور ان کے رفقا اہل کار کی فکری کاوشوں کے نہ جانے کتنے انمنٹ نقوش اس پاک دھرتی کی بنیادوں پر ثبت ہوۓ۔ اس راستے سے منزل مراد تک پہنچنے والوں نے اپنی نیک تمنا اور آرزوؤں پر نہ جانے کتنے پھول نچھاور کیے اور پھر اس راستے کو نہ جانے کتنے گمنام شہیدوں نے اپنے خون سے لالہ زار بنایا۔ القصہ تحریک پاکستان کی صدیوں پر محیط ان کٹھن راہوں کی کھا کے ذروں کے ساتھ ایثار اور قربانی کی ایک طویل داستان وابستہ ہے۔ بس صدر محترم! آج کے دن جب ہم یوم پاکستان منارہےہیں آئیے سمیع کل کے ساتھ عہد کریں کہ بادشاہی مسجد سے مینار پاکستان کی اس سے کھلی راہ پر ہم بھی اپنے دو قدم ڈال کر پیارے پاکستان کی محبت و عقیدت کا عملی دم بھریں گے انشاء اللہ۔ پاکستان۔۔۔۔۔۔۔۔۔۔۔پائندہ باد
