For a technical ladder comprising seven rungs, the role characteristics taken from a chemical industry example, are described below. As a person moves up the rungs, the amount of experience typically available increases as does the typical length of the projects or tasks assigned to that individual. Likewise a person’s project skill level increases, from running simple projects to running complex platform programs that are key to the organization’s sustained business success. Also key is the ability to lead others, which increases as one moves-up the ladder. Example Job Titles and Level Descriptions follow:

Level 1 – Chemist, physicist, engineer, etc.

GENERAL: This is an apprenticeship period, with the incumbent progressively developing his or her professional maturity, judgment, and experience. For the person who continues to develop this period would cover the first few years beyond the bachelor’s degree. TECHNICAL DIRECTION RECEIVED: detailed TECHNICAL DIRECTION GIVEN: they give general technical direction to several nonprofessional personnel. ADMINISTRATIVE RESPONSIBILITY: none. SCOPE: seek solutions to technical problems. Work may range from the use of defined methods to exercising some degree of technical judgment.

Level 2 – Research chemist, physicist, etc.

GENERAL: At this stage, the engineer or scientist is working at a professional level and could be termed a journeyman in his or her field. Responsibilities are likely to encompass a project and the person receives general supervision from more senior professionals. May be directing one or more technical personnel who are Level 1 as well as some non-professional assistants. TECHNICAL DIRECTION RECEIVED: works with little or no technical guidance. TECHNICAL DIRECTION GIVEN: may give technical direction to a group of professional or nonprofessional personnel. ADMINISTRATIVE RESPONSIBILITIES: minimal. SCOPE: plans and executes technical programs within his or her area of specialty; expected to initiate new projects within an existing program.

Level 3T – Senior research chemist, physicist, etc.

GENERAL: This level is characterized by concentration in technical or specific specialty leading to recognition within the company, or the profession, on the basis of technical competence. TECHNICAL DIRECTION RECEIVED: works with little or no technical guidance. TECHNICAL DIRECTION GIVEN: may give technical direction to a group of professional or nonprofessional personnel. ADMINISTRATIVE RESPONSIBILITIES: minimal SCOPE: plans and executes technical programs within his or her area of specialty; expected to initiate new projects within an existing program.

Level 3A – Group leader

GENERAL: this level involves technical supervision with responsibility covering several projects and a considerable area of classical supervisory problems. Level 3A is normally considered to be the first line management or supervision. TECHNICAL DIRECTION RECEIVED: receives general technical guidance from Level 4A TECHNICAL DIRECTION GIVEN: gives technical direction to the lowest organizational entity which normally consists of 1 to 30 professional and nonprofessional personnel. Such direction includes planning, scheduling, and assignment of work within a program area. ADMINISTRATIVE RESPONSIBILITIES: normally spends 10 to 50% of his or her time on administrative responsibilities. Implements safety, security, and disciplinary policies. Interviews and makes recommendations to hire, transfer, and/or terminate personnel. Responsible for the orientation and development of personnel. Review’s performance and recommends adjustment in compensation. SCOPE: participates in and pursues patents and other intellectual property. Assists in the preparation, editing, and approval of project reports. Prepares periodic progress reports to higher management. May participate in planning and administrating the budget. Originates, initiates, and tracks new projects within an approved program area.

Level 4T – research associate

GENERAL: the technical specialist exhibits superior scientific proficiency and is a recognized expert in his or her field. He or she would have minimum administrative responsibilities; be expected to perform advanced studies and to give technical guidance to others in the organization. TECHNICAL DIRECTION RECEIVED: capable of independent work including initiation, planning, and execution of abroad program assignments with no professional guidance. TECHNICAL DIRECTION GIVEN: may have technical responsibility for those working with him or her in his or her field or specialization. ADMINISTRATIVE RESPONSIBILITIES: minimal SCOPE: conducts independent research and investigations to define and develop the functional theory about proposed product or process. Conceives and expands theories pertaining to new applications of existing products and/or processes along with the modification of product and/or processes in order to broaden the scope and application. Invents and designs complex products and processes and may assist in engineering these into production. Analyzes and evaluates the scope and objective of inventive ideas.

Level 4A – section manager

GENERAL: this level is normally considered to be the second line management or supervision with responsibility for substantial technical activity. TECHNICAL DIRECTION RECEIVED: minimal TECHNICAL DIRECTION GIVEN: gives technical direction to one or more organizations, entities, or professional and nonprofessional personnel (normally in excess of 25 people). Such activity includes the planning, implementing, coordinating, and interpreting of one or more technical platforms. ADMINISTRATIVE RESPONSIBILITIES: normally spends 20 to 60% of his or her time on administrative duties. Responsible for safety, security, and disciplinary action. Initiates action to hire, compensate, transfer, and terminate personnel. Responsible for appraising, counseling, orienting, and developing lower levels. SCOPE: establishes program objectives in line with company’s interests. Establishes budget for approval by higher management and controls expenditures within the approved budget. Originates and initiates new program areas. Responsible for inter-and intra-company liaison. Participates in the formulation, interpretation, transmission, and administration of research and development policy and actions. Participates in patent decisions. Reviews and communicates technical programs to higher management. Conceives and recommends new programs to broaden the product or process application, modifies the existing product or process, and creates entirely new products or processes.

Level 5T and Level 5A – Senior research associate and department head, lab directors, etc.

GENERAL: in order to emphasize personnel can and do attain growth beyond that of level 4T or 4A, this level would include those personnel who have demonstrated outstanding technical excellence and normally have received national or international recognition for their contributions. The stature of this level is comparable to that of the top research and development management function. He or she covers a wide organizational span for his or her contributions and can affect not only top research and development management, but also corporate management. The duties of this level are primarily that of a consulting an independent research nature coupled with broad latitude for the selection of programs.

Position Summary

The Transplant Clinical Research Center (TCRC) in the Department of Surgery is seeking an individual for the position of Clinical Research Coordinator (CRC) who will report directly to the Associate Director of the Transplant Clinical Research Center. The main role of the CRC will be to operate & maintain the day-to-day operational duties of their assigned clinical trials and clinical research study database. 

Responsibilities

  • Clearly and effectively communicate with potential study subjects, clinicians, and other health care providers, ancillary staff, sponsors, and research office staff.
  • Complete and maintain the required training for participation in clinical research, including but not limited to, Human Subjects Protection training and Clinical Research Coordinator Course.
  • Work with regulatory coordinator in submitting new protocols, amendment, renewals and other regulatory bodies
  • Work with Program Coordinator in preparation of study budget, submitting pharmacy cost estimates, ensuring compliance with research billing and processing stipends for subject’s participation in studies.
  • Coordinate day-to-day aspect of study relayed procedures, including, but not limited to scheduling visits and procedures, data entry, preparation for research visits, research visit documentation, maintenance of regulatory binders and study files, creation and/or maintenance of source documentation, and preparation for monitoring visits, site initiation/closeout visits and audits as needed.
  • Rotate in an “on call” system for studies where reach procedures are required on weekends or after hours.
  • Prepare for, participate in, contribute to meetings with the TCRC, PIs, and sponsors.
  • Processing of specimens for trials as required per study specific protocols.
  • Other duties as assigned.

Minimum Qualifications

  • Requires a Bachelor's degree or equivalent in education and experience
  • Working knowledge of MS Office, specifically Word and Excel is required

  • The ability to take initiative and work independently is required
  • The ability to effectively work in a complex matrix is required

  • Qualifications: A Doctorate or Master's in Engineering, Mathematics, Physics, or a comparable field, or equivalent professional experience.
  • Minimum of two years of direct experience in quantum computing (QC) and/or quantum information science (QIS)
  • In depth understanding of multiple aspects of quantum information theory
  • Knowledge of discrete mathematics, numerical analysis, and scientific computing techniques
  • Authorship of peer-reviewed research papers, preferably in QC/QI
  • Proficiency in either of the following: Qiskit (preferred), Cirq, Q#, or similar
  • Proven ability to develop Python code for production environments
  • Exceptional skills in problem-solving.

  • Innovate and create quantum algorithms for addressing complex computational challenges in the finance sector.

Associate dean, development and alumni relations, whiting school of engineering.

Development and Alumni Relations (DAR) supports Johns Hopkins’ focus on research, teaching and patient care, and its role as a national and global leader in higher education. We create and foster enduring relationships that result in advocacy and philanthropic support for Johns Hopkins University & Medicine—strengthening the institution through partnerships with donors, alumni, volunteer leaders, faculty, students, staff, and patients.

Johns Hopkins University supports a flexible work model which includes four different work modalities. This role has a hybrid arrangement with an onsite presence of 4 days per week. The manager will confirm the team’s core onsite days where the majority/all team members will work in the office. Employees who travel on university business can count those days towards their onsite days.

Reporting to the Dean of The Whiting School of Engineering and the University’s Associate Vice President for Development and Alumni Relations, the Associate Dean for Development and Alumni Relations is responsible for implementation of all fundraising strategies and activities, and for advancement of the vision and priorities of the School. The Associate Dean manages a team of 17 development and alumni relations staff members, planning and conducting all aspects of private sector fundraising, including orchestration of major fundraising campaigns and other related programmatic activities. These efforts include annual, major, and principal gifts solicitations and strategy, alumni relations, constituent engagement, stewardship, corporate and foundation relations, development communications and numerous special events. The Associate Dean also works closely with colleagues at all divisions to harness collaborative fundraising opportunities across Johns Hopkins University and Medicine.

Key responsibilities: 

1. Provide overall strategic leadership for development and alumni relations for the Whiting School of Engineering.

  • Increase philanthropic revenue from individuals, alumni, corporations, and foundations by developing and executing effective team strategies that support the School’s priorities.
  • Lead the evaluation, cultivation, solicitation, and stewardship of significant major and principal gift prospects and donors.
  • Directly supervise five team members, four of which who comprise the management team, and lead a total team of 17 professionals. Manage a staff of professional fundraisers and support personnel in annual work plan and goal setting. Provide mentorship and training to ensure staff can successfully meet goals. Evaluate progress accordingly.
  • Manage and oversee all constituent engagement and pipeline development activities. Coordinate, as appropriate, with the University’s central alumni relations program to develop and implement an outreach strategy to engage constituents in supporting the school. Expand alumni relations and pipeline development efforts for the school’s graduate students and alumni, which now constitutes more than 50% of the Whiting School’s alumni population.

2. Manage an active portfolio of major and principal gift prospects with a minimum of sixty substantive visits a year aligned with financial work plan goals.

3. Manage the School’s campaign planning process and ensure that fiscal goals and priorities are achieved.

  • In conjunction with the Dean and AVP, establish an ambitious annual fundraising goal, and overall campaign goal for the Whiting School, backed by metrics that support the goal.
  • In conjunction with the Dean, establish campaign priorities and budgets – both school-specific and collaborative efforts with other divisions of JHU and across the Homewood schools.
  • Lead efforts to identify new prospects and develop the prospect pipeline, engaging academic leaders and key volunteers in the process.
  • Develop campaign themes and outreach and communications strategies.

4. Manage and oversee the School’s Advisory Board and work with faculty leads on department/center advisory boards, including recruitment and engagement of new volunteer members that provide critical insights, philanthropic support, and an expanded network of corporate connections.

5. Actively participate as a member of the Whiting School’s Executive Council, led by the Dean. Collaborate with other members of the Whiting School’s Executive Council to provide alumni connections.

6. Represent the Whiting School of Engineering on various university-wide committees. Sit on the Johns Hopkins University Development and Alumni Relation Management Team.

7. Operate with a high degree of fiscal responsibility. Work closely with the Senior Associate Dean of Finance and Administration to prepare department budget and to provide budget management and oversight of all development budgets while providing financial forecasts and fundraising projections.

8. Demonstrate willingness and ability to travel.

  • Bachelor’s degree required, advanced degree preferred.
  • Ten or more years of progressively responsible fundraising experience. Higher education fundraising experience strongly preferred.
  • Proven ability to close major and principal gifts.
  • Experience in multifaceted capital campaign planning and implementation strategies.
  • Experience developing and managing large, complex budgets.
  • Ability to plan strategically, organize, and establish objectives and priorities while ultimately achieving goals in an aggressive organizational environment. Able to work across matrixed relationships to achieve positive outcomes for the school.
  • Aptitude in understanding and articulating academic goals while working collaboratively with academic leadership, faculty, students, alumni, and volunteers.
  • Demonstrated experience in managing advisory boards and volunteer leadership.
  • Management, motivational, and programmatic consensus building skills with development professionals and academic staff.
  • Ability to mentor and manage development professionals and administrative staff.
  • Excellent oral and written communication skills.
  • Commitment to use of information technology and the management and understanding of data systems.
  • Aptitude in business and financial acumen; ability to manage budgets and conduct financial analysis to include financial forecasts and projections.
  • This is an in-person position, and the successful candidate should plan to be on-campus in Baltimore at least 4 days a week.

Project Development Analyst

UNOPS has been selected as one of the main implementing partners on a new peace programme in the Democratic Republic of the Congo (DRC). Together with the Congolese government, KfW Development Bank supports the "Peace Fund" to help stabilize and bring peace to the country. The bilateral programme "Fund for Peacebuilding - FCP1 ", which has been supported by the German Government through the KfW Development Bank since 2007, is intended to help promote lasting peace, particularly in the eastern DRC. 

The project rationale is centered around supporting the peace efforts and initiatives in Eastern DRC through social infrastructures in order to 1. Facilitate access to social services and economic opportunities for the beneficiaries and 2. Use the infrastructure as a way to build and/or reinforce peace and social cohesion within communities and regions, which will ultimately provide further economic and social opportunities for the targeted regions.

Another infrastructure project funded by the World Bank is being negotiated with the donor and government partners, will be implemented in the Est DRC, and requires knowledge on peace and security. 

Meanwhile UNOPS is expanding its offices in the Central African region, specifically in Burundi and Rwanda. 

To expand our work in these countries, by strengthening our value proposition, fortifying our internal capacity to respond rapidly to funders’ and government’s requests, enhancing our added value UNOPS is recruiting two Project development Analysts to support the development of technical project proposals that will help to build further the portfolio in DRC, and Burundi. 

The Project Development Analyst serves as a technical analyst, researcher, reviewer and advisor in support of the development of this new KFW funded project which is not fully developed yet. The project development analyst will contribute to the full fledged development of the new project proposal and do the required research so as to ensure that technical, peacebuilding and human rights activities and basic rural infrastructural services and products are designed and developed in accordance to customer and UNOPS expectations.

Under the overall guidance and supervision of the Multi-country Office Director and  Head of Partnerships for the Multi-country Office, the Project Development Analysts will conduct technical analyses, inputs and reviews for developing project documents and proposals in the area of (but not limited to) peace and security, environment, agriculture, water, energy; particularly solar systems and mini grids. The Project Development Analysts will work in close collaboration with the Partnership Development Unit team, Programme and project teams in CDMCO, for successful programme and project development activities to include their technical reviews and analyses. 

Development and follow up of business opportunities

Contributes to the development of the funded project proposal

Meets with key project partners to help develop the project proposal (Gov’t, donors, NGOs, civil Society etc.)  

Contributes and supports the development and implementation of CDMCO projects and  business strategy, if required 

Conducts research on peacebuilding initiatives in eastern DRC, including with UN and other agencies, trends in aid, potential future markets for growth, creating criteria for selecting target markets and partners, comparison of donor types

Synthesizes and summarizes information relevant to business development and prepare relevant reports, briefing notes/talking points/presentations and other materials for internal and external use 

Advocates UNOPS as a partner and service provider of choice 

Supports development of strategic partnerships with key counterparts and business opportunities 

Maintain and develop contacts and partnerships within the donor community (UN agencies, donor governments, donor organizations, etc.), monitor communications, follow-up activities and proposal submissions; 

Prepares project documents, legal agreements, budgets and support engagement clearance. Assists the preparation of meetings and events, draft talking points, and meeting minutes 

Supports CDMCO management in project compliance and quality assurance, by providing up to date analysis of project progress, by facilitating project board meetings and by keeping track of performance vs portfolio Key Performance Indicators - KPIs. 

Collaborates with business area teams to understand project requirements, shape the initial project request, and provide a high-level estimate of the project effort and costs 

Support to internal coordination of corporate and strategic initiatives, planning and reporting and knowledge sharing and communications

Promote the circulation of information within CDMCO and its clusters , in order to support knowledge management and create cross synergies within CDMCO Clusters. 

Produce communications and visibility materials of CDMCO on websites

Supports preparation of the monthly KPI reports as per CDMCO target agreement 

Support the periodic updates on the progress of action plans 

Provides ad hoc research on potential business partners

  • Advanced University Degree (Master’s degree or equivalent) in sustainable economic development, economics, human rights, international relations, law or related areas
  • A first-level university degree (Bachelor's degree or equivalent) in combination with 2 years of additional qualifying experience may be accepted in lieu of the advanced university degree
  • At least two (2) years in project development, Peace and Security, Human rights projects, partnerships, or resource mobilization is required for candidates holding a Bachelor's degree.
  • Experience in development or economic research and management is desirable.

In September 2015, governments united behind the ambitious 2030 Agenda for Sustainable Development, which features 17 new Sustainable Development Goals (SDGs) and 169 targets that aim to end poverty, combat inequalities and promote prosperity by 2030 while protecting the environment. The 2030 Agenda sets out a historic and unprecedented level of ambition to “Achieve gender equality and empower all women and girls by 2030” (SDG 5) as well as including 37 gender-related targets in 10 other SDGs. It commits to addressing core issues of gender equality such as eliminating all forms of violence against women and girls, eradicating discriminatory laws and constraints on sexual and reproductive health and reproductive rights, recognizing and valuing unpaid care and domestic work and increasing women’s participation in decision-making.

The absence of adequate data can impede progress in creating informed and effective policies. Gender data gaps can be linked to three challenges, namely:

Weak policy space, and legal and financial environments , are barriers to progress. In many countries, the production of gender statistics is not specified in statistics laws and policies, and as a result the sector is under-prioritized and under-funded in national budgets.

Technical and financial challenges limit the production of gender statistics . Areas such as violence against women, sexual and reproductive health and rights, and unpaid care and domestic work, are important to measure but are under-resourced. Also at risk are emerging areas, such as gender and poverty, gender pay gaps and women’s participation in decision-making, where a lot more methodological work is needed.

  Lack of access to data and limited capacity of users to use gender statistics to inform polices. Where data is available it is not made accessible or shared in user-friendly formats, impeding their use in informing evidence-based advocacy in decision-making. When data is not used to inform policy and advocacy, it leads to low demand, which in turn reduces the incentive to produce gender statistics.

To successfully track the implementation of the 2030 Agenda, a robust and equally ambitious monitoring framework is needed. Significant investments in gender statistics are necessary to ensure that evidence-based policies are devised, the impacts of these policies are assessed and the accountability of policymakers and governments to deliver on these commitments is promoted.

Robust indicators and quality data are of critical importance and will determine whether policy efforts are marshalled and whether the goals and targets are achieved or missed.

To support member states in implementing the 2030 Agenda, UN Women’s Flagship Programme Initiative, “ Making Every Woman and Girl Count (MEWGC) ” aims to affect a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. The regional and national components of the MEWGC Programme include a multi-year scope of work with focus on implementing and supporting regional and country activities in  East and Southern Africa.

This includes enhancing the linkages between normative and technical work on gender statistics at the  regional   and national levels in   Mozambique in the three inter-related key areas of work:

  • Contribute with inputs for the ongoing and upcoming UN Women research, assessments and data collection exercises including the reinforcement of methodological aspects.
  • Provide substantive inputs to CO strategic planning documents, studies as well as  national reports supported by UN Women including ensuring use of the latest  available gender statistics
  • Contribute to the collaborative research and data work with other UN entities  (UNICEF, UNU-WIDER and UNFPA and gender data and statistics work of the UNCT in Mozambique.
  • Participate in and support work of regional entities in Mozambique (e.g. UN ECA and AfDB)
  • Assemble briefing materials and prepare power-point and other presentations
  • Identify sources, and gather and compile data and information for the preparation of documents, guidelines, and other material as required;
  • Act as a Focal Point for the newly established Gender Statistic Task Force (UN, Government and UNECA);
  • Provide technical support to gender statistics work in the ESA region as required by the Regional Statistics Specialist Gender.  
  • Provide technical support to at least one country in the region with improved data governance as part of the ESA-RO Women Count project;
  • Any other tasks as assigned by the office.

 Administrative Support

  • Organize events, meetings and workshops;
  • Draft non-substantive correspondence;
  • Maintain and organize up-to-date hard and electronic files for easy access and retrieval. Ensure safekeeping of confidential materials;
  • Create and maintain files of correspondence/documents and electronically received information, and ensure up-to-date filing (Sharepoint and OneDrive).
  • Maintain both hardcopies and electronic copies of the office records and reference files on various subjects; 
  • Prepare presentation material/slides in Power-point for presentations for the meetings/workshops and keep all papers ready for meetings; 

 Partnership building and resource mobilization

  • Identify emerging programming and resource mobilization opportunities related with gender statistics and lead resource mobilization efforts related to gender data and statistics (including through communication of UN Women’s work).
  • Participate in and provide inputs to project proposals for resource mobilization in all areas ensuring use of the latest available gender statistics in particular.
  • Participate in the multistakeholder coordination group on statistics  led by UNFPA
  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, relevant research reports  in all areas of UN Women’s CO work  ensuring use of the latest available statistics in general and on gender in particular.
  • Building a supportive policy and institutional environment for the localization and effective monitoring of the SDGs and national indicator frameworks.
  • Expanding the statistical capacity and supporting gender statistics production of the National Institute of Statistics of Mozambique (INE)
  • Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet national regional and global reporting commitments.
  • Ensuring that gender statistics are accessible to users in governments, civil society, academia and the private sector, to strengthen adequate demand for their production.

In this context, UN Women is seeking the services of a highly qualified consultant to support the entity’s research and data work. The successful consultant will work under direct supervision of the Programme Specialist and Head of Programme,  technical guidance of the  Gender Statistics Specialist based in Nairobi, and closely collaborate with  all Programme Thematic Leads of UN Women Country Office  as well as the gender machinery and National Statistics Office in Mozambique where he/she will be physically located.

Duties and Responsibilities

Description of Responsibilities /Scope of Work

Under overall guidance of the Country Representative, the Consultant will work under direct supervision of the Programme Specialist and Head of Programme ,  collaborate with all Programme Team Leads.  The Programme Specialist/Head of Programme and the ESARO Regional Gender Statistics Specialist will coordinate in providing technical advises and guidance to the consultant for delivery and reporting.

The incumbent will contribute to the achievement of the UN Women’s Mozambique’s Strategic Note “ Output 6.1.3 National Capacity is strengthened to produce, analyze, and use gender statistics for policy formulation, planning, monitoring, and reporting on gender equality and women empowerment” and others closely related to or benefitting from gender statistics and research work as a cross-cutting function.

The work of the consultant will also contribute towards the ESA regional office strategic note Outcome 4 (Outcome 2.2 in BWP) ‘Gender statistics, sex-disaggregated data and knowledge products are timeously produced, communicated/disseminated and used to inform policy making, advocacy and accountability for delivering results on gender equality and empowerment of women and girls in ESA region)’.Specific duties are described below.
