Vienna, 28 August 2024 – Think of the global fight against corruption as a collaborative effort where every country, organization and individual plays a crucial role. While the UN Convention against Corruption serves as the global standard for preventing and combating corruption, its Conference of the States Parties (CoSP) serves as a central hub for making key decisions, identifying effective strategies and advancing our shared goals. The work of its subsidiary bodies, like the Implementation Review Group and the Working Group on Prevention, is essential as they bring together delegates in Vienna, Austria, to ensure that these strategies are not just discussed but implemented effectively. Learn why these gatherings are pivotal in shaping the future of global anti-corruption efforts.

The basics – the UN Convention against Corruption and the Conference of the States Parties (CoSP)

To better understand the work of the Implementation Review Group and the Working Group on Prevention, it may be helpful to first zoom out and provide a broader perspective.

Many international treaties create their own intergovernmental bodies to oversee the treaty implementation and facilitate cooperation among participating countries.

For the United Nations Convention against Corruption, such a body is the Conference of the States Parties (CoSP).

Over time and with the near universal ratification of 191 States parties as of September 2024, CoSP has evolved into the most significant anti-corruption gathering in the world, becoming instrumental in driving positive change and addressing emerging corruption-related challenges. It is a pivotal platform for representatives of countries, international organizations, civil society organizations, and other anti-corruption experts and advocates to come together. The last session of the Conference (CoSP10) took place in Atlanta, USA in December 2023, and the next one (CoSP11) will take place in Doha, Qatar in 2025.

CoSP subsidiary bodies

Given the wide range of topics the Convention covers, CoSP decided to establish several subsidiary bodies to function as expert working groups examining specific areas in greater detail and on a more frequent basis. These bodies offer guidance to the Conference, striving to stay informed about new developments and challenges and creating a space for countries to share lessons learned and good practices. There are currently four such subsidiary bodies of CoSP, and their names already indicate the specific area they focus on:

  • Implementation Review Group
  • Working Group on Prevention
  • Expert Meeting on International Cooperation
  • Working Group on Asset Recovery

Implementation Review Group (IRG)

One of the unique features of the Convention is that CoSP launched in 2009 an elaborate mechanism, called the “Implementation Review Mechanism” (IRM), to identify gaps and good practices in implementing the Convention. The Mechanism is based on peer reviews, where two countries review the implementation by a third country.

The Implementation Review Group oversees the IRM and meets twice or sometimes even three times per year for discussions.

The IRG is currently assisting CoSP in designing the next phase of the IRM, as the current phase is nearing its completion.

At the session in August/September 2024, the IRG will brainstorm the scope, thematic sequence and practical details of the next review phase. You can read several background documents prepared by UNODC here , collecting views and analysing different aspects of the new phase.

Alongside the main meeting, there will also be a dedicated session for non-governmental organizations dealing with anti-corruption issues (NGO Briefing) to help promote constructive dialogue and drive effective solutions.

Working Group on Prevention (WGP)

As the name suggests, this subsidiary body focuses on the diverse measures that can help to effectively prevent corruption. It meets once a year, delving into emerging trends, challenges and opportunities in this area.

At the session in September 2024, the WGP will examine several timely topics, including:

  • Public procurement and the use of information and communications technologies
  • Corruption prevention during times of emergencies and crisis response and recovery
  • Inclusive decision-making processes and the role of non-governmental stakeholders, journalists and the media
  • Impact of corruption on women and youth and their role in preventing corruption
  • Methodologies and indicators for measuring corruption and the effectiveness of anti-corruption frameworks

Why is the work of the CoSP subsidiary bodies important?

As with every global challenge, sharing experiences at the international level and building a collective pool of knowledge is key. The world evolves and so do the challenges. To effectively combat corruption, countries need to remain vigilant and monitor and address emerging trends.

The IRG and WGP have created important expert forums for the identification of new challenges and opportunities. Their findings and recommendations are presented to CoSP for further action, and provide important guidance for countries on institutional, legal and policy reforms.

'Furious': Veterans slam Trump team's altercation at Arlington National Cemetery

WASHINGTON − Some veterans reacted with alarm to reports of an altercation between a member of Donald Trump's entourage and a top official at Arlington National Cemetery on Monday, with a retired Army general calling the incident "repugnant."

Two sources told USA TODAY the incident occurred when a member of Trump's team pushed his way into recording in a part of the cemetery, known as Section 60, where photography is prohibited.

Video from Section 60, where recently buried U.S. service members are interred, later appeared in a Trump campaign Tik Tok in which he criticizes President Joe Biden and Vice President Kamala Harris, his Democratic rival for the presidency.

"Donald Trump has no right to use our most hallowed ground for his political aims," Fred Wellman, a 22-year Army combat veteran, said Wednesday. "For a lot of us, and I'm not the only one, people are aptly furious."

The incident occurred Monday after Trump laid wreaths at the Tomb of the Unknown Soldier to honor the 13 Americans slain in a suicide bombing at the Kabul airport three years ago during the chaotic U.S. pullout from Afghanistan.

After laying the wreaths, Trump and members of his team accompanied family members of a slain soldier to his graveside in Section 60, where the cemetery's public affairs director tried to stop them from filming.

Nearly 400,000 people are buried at the cemetery, which is maintained by the U.S. Army. The Trump campaign's insistence on using the setting to shoot campaign material is a "new low," said former Army undersecretary and Pennsylvania Rep. Patrick Murphy.

Wellman said Trump's team should apologize for using the grounds to create a political ad instead of attacking the cemetery official who tried to prevent them from breaking a federal regulation governing photography at the site.

Trump's spokesman said the group had permission to film in Section 60.

Trump campaign spokesman Steven Cheung said a cemetery official "clearly suffering from a mental health episode, decided to physically block members of President Trump's team."Arlington National Cemetery confirmed that "an incident took place" over photography inside Section 60. No charges have been filed, a police official told USA TODAY.

The campaign's response − attacking the mental health of a respected cemetery official − only prompted further backlash from veterans and veterans' groups.

Maj. Gen. (Ret.) Paul Eaton, a senior adviser at the progressive political action committee VoteVets, called the campaign's actions at the cemetery "nauseating."

Eaton, whose father is buried in Section 60, noted previous reports, repeatedly denied by Trump, that the former president had referred to World War I dead as "suckers" and "losers."

"They see no issue bringing partisan politics there, even if it means getting into physical altercations with cemetery staff.," Eaton said in a statement to USA TODAY. "I truly cannot think of something more repugnant than starting a political fracas on land where Gold Star families mourn. Someone who would do that should never be Commander in Chief.”

Relatives of some of the service members who died in the bombing invited Trump to the wreath-laying ceremony Monday. They released a statement thanking and defending the former president Tuesday.

“We are deeply grateful to the president for taking the time to honor our children and for standing alongside us in our grief,” they wrote.

Wellman said Trump's desire to honor the fallen still had to conform with the law. "There's an actual federal law on the books saying it cannot be used political purposes," he told USA TODAY. "The families put out a statement saying, 'Oh no, we authorized it.' They don't get that right. The families don't get the right to make decisions for the other people buried there."

Trump has long claimed to be an ally to veterans but different comments have landed him in hot water with members of the military community over the years. Earlier this month, he angered veterans when he said the civilian Presidential Medal of Freedom is "much better" than the military Medal of Honor because recipients of the latter are often badly wounded or dead.

Florida agency says group behind state park golf course is withdrawing plan

The group behind the plan to build golf courses on Jonathan Dickinson State Park is withdrawing its proposal, a spokesperson for the Florida Department of Environmental Protection told the Tampa Bay Times Sunday.

In a statement, the state agency said that the plan for the state park had been submitted by the Tuskegee Dunes Foundation, a little-known group registered as a nonprofit corporation in Delaware. But its Florida lobbyist registrations list the group as having the same Oklahoma address as Folds of Honor, a national veterans charity that had previously pursued building golf courses on Jonathan Dickinson State Park.

The Tampa Bay Times reported yesterday that Folds of Honor , which has ties to famed golfer Jack Nicklaus, had previously pitched the golf course proposal to a state senator and a county commissioner in Martin County — both of which told the group it was a bad idea. Gov. DeSantis’ schedule shows he had a one-on-one with the nonprofit’s founder, Lt. Col. Dan Rooney, on April 10.

In a statement that was circulated among Florida journalists , the Tuskeegee Dunes Foundation said it had chosen Folds of Honor as its charity to receive proceeds from the golf course. Conservative podcast host Dan Bongino, who lives in Martin County where the proposed golf course would be built, said in an online statement Sunday that he spoke with his friends at Folds of Honor and they “do not plan to move forward on this project.” Bongino, who himself has donated thousands to the nonprofit, said the group “just didn’t understand the local passion for JD park.”

Despite Tuskeegee Dunes’ low profile, the foundation has two registered lobbyists in Tallahassee, including Ryan Matthews, who briefly led the Florida Department of Environmental Protection in 2017. Neither Matthews nor the group’s other lobbyist, Joseph Salzverg, immediately responded to voicemails Sunday asking for more information about the group.

“The Florida Department of Environmental Protection appreciates the Tuskegee Dunes Foundation’s good-faith proposal for a public golf course at Jonathan Dickinson State Park. While they are withdrawing their proposal, the Foundation worked with the state to pursue a project that would have created a public, world class golf course for all, while supporting veterans, first responders and their families. Their plan to honor the Tuskegee Airmen was noble,” spokesperson Alex Kuchta wrote in a statement.

Kuchta ended the emailed statement with this line: “This project will be removed from agency review.” The Times has asked whether that means the agency is dropping the idea of a golf course at Jonathan Dickinson State Park altogether, or just Tuskegee Dunes’ involvement. There was no response as of Sunday evening.

The Tuskeegee Dunes’ website Sunday directed to a statement from the group that led with: “No golf at Jonathan Dickinson State Park.” The group also sent that same statement to the Times, noting that it had worked with the state of Florida on the proposal and that it had “received clear feedback that Jonathan Dickinson State Park is the not the right location” for the golf course.

The Department of Environmental Protection’s comments Sunday did not mention any change of course for the other eight state parks where it also has plans to add hotels, pickleball courts and more.

The developments come after a weekend of widespread protests across the state, where thousands gathered at the state parks the Florida Department of Environmental Protection said were being considered for new development projects. More than a hundred people gathered at Honeymoon Island Saturday and Sunday. Hundreds also gathered at Anastasia State Park and Jonathan Dickinson State Park in protest of the state’s plan.

What's the Story?

POP STAR ACADEMY: KATSEYE is an unscripted series that follows young women from around the world who go through an intensive training program in hope of earning a spot in a global girl group. HYBE (the label that gave the world BTS ) has partnered with U.S.-based label Geffen Records to create HYBE x Geffen and launch an international K-pop-style female group. After scouting around the world with the help of social media to find contestants who fit their vision, 20 young women are selected and sent to an accelerated K-pop training and development program (T&D) in Los Angeles. Cameras follow as they undergo extensive training in singing, dance, and group performance, and receive monthly critiques from folks like Interscope/Geffen Records senior vice president Charlie Christie, HYBE x Geffen President Mitra Darab, and Sungdeuk Son, HYBE's executive creator. Throughout the process some of the contestants are eliminated, and new ones are brought in. The last 10 remaining in the T&D program compete in a live "survival" show, during which the final elimination -- based on popular votes and executive decisions -- takes place. The six remaining women become the founding members of KATSEYE, and begin the journey together toward (they hope) pop group stardom.

Is It Any Good?

The voyeuristic competition series looks at the rigorous process that goes into creating and debuting a K-pop group; on the line is stardom and lucrative returns for their labels. The Pop Star Academy: KATSYE contestants (the first 20 of which were chosen from 120K applicants) are shown constantly practicing songs and routines, learning how to dance in heels, getting makeovers, and receiving tough, but constructive, criticism as they vie for a place on what the labels hope will be an internationally successful act. Meanwhile, each of the young women have their own professional backstories, as well as individual strengths and weaknesses, the latter of which are unapologetically put on full display throughout. The series' concept is reminiscent of early-2000s series like Making the Band , but what makes Pop Star Academy: KATSYE different is the merging of two culturally different industry approaches, which combines the structure and uniformity of K-Pop culture with the Western celebration of individual uniqueness. It also highlights the key role social media now plays in the process of launching, promoting, and supporting new talent, and how the misuse of it can end a career before it even begins. You won't see a lot of interpersonal cast drama or polished group performances here, but you'll certainly see the hard and often unglamorous work and sacrifice it takes to make it in the profession.

A group of shareholders in PRS REIT, a London-listed investment trust, are laying siege to its boardroom in a bid to oust its chairman and force a strategic review which could lead to a sale of the company.

Sky News has learnt a number of institutional investors which collectively control close to 20% of its shares are preparing to requisition an extraordinary general meeting in a bid to remove Stephen Smith as its chairman.

They are also said to be seeking to oust another, unidentified, board member, and are expected to nominate replacements for the two directors.

Mr Smith is a former chief investment officer of British Land, and also held a senior role at AXA Real Estate Investment Managers.

PRS REIT, which has a market capitalisation of close to £500m, is the largest build-to-rent platform in Britain's private rented sector (PRS).

Its backers include Homes England, the government agency, and it owns more than 5,300 new rental properties.

A number of shareholders are understood to be unhappy at an announcement it made in July that the company had extended its existing management agreement with Sigma PRS Management by two-and-a-half years until 2029.

One source said the extension had been unnecessary because the investment process being undertaken by the manager would be completed in 2025, rendering the need for a revised agreement superfluous.

PRS REIT said at the time of the extension that it had secured annual cost savings of £460,000 as part of the deal.

On Wednesday, it was reported that MIGO Opportunities, a special situations investor, had acquired a stake in PRS REIT in the expectation that the company would be forced into corporate activity such as a break-up.

The disgruntled institutions, whose names were unclear on Wednesday evening, are said to believe PRS REIT's board should now consider all strategic options to maximise shareholder value.

These could include asset sales to generate capital to be returned to investors or a sale of the whole company, according to one person briefed on their agenda.

A strategic review, allied with the proposed board changes, could help to reduce or eliminate the discount to net asset value currently facing PRS REIT's shareholders, the person added.

PRS REIT floated in 2017, when it raised £560m by selling new shares, and subsequently launched further capital-raisings in 2018 and 2021.

It floated at 100p-a-share, and although the shares have rallied by more than 20% over the last 12 months, they still languished below that level on Wednesday afternoon at 89.5p.

A number of real estate investment trusts, including Home REIT, have endured torrid periods as listed companies, raising serious questions about issues of corporate governance.

Shares in PRS REIT closed on Wednesday at 89.5p, down just under 0.25%.

PRS REIT did not respond to a request for comment.

With Vice President Kamala Harris having replaced President Biden on the Democratic ticket, her stances on key issues will be scrutinized by both parties and the nation’s voters.

She has a long record in politics: as district attorney of San Francisco, as attorney general of California, as a senator, as a presidential candidate and as vice president.

Here is an overview of where she stands.

Ms. Harris supports legislation that would protect the right to abortion nationally, as Roe v. Wade did before it was overturned in 2022, in Dobbs v. Jackson Women’s Health Organization.

After the Dobbs ruling, she became central to the Biden campaign’s efforts to keep the spotlight on abortion, given that Mr. Biden — with his personal discomfort with abortion and his support for restrictions earlier in his career — was a flawed messenger. In March, she made what was believed to be the first official visit to an abortion clinic by a president or vice president.

She consistently supported abortion rights during her time in the Senate, including cosponsoring legislation that would have banned common state-level restrictions, like requiring doctors to perform specific tests or have hospital admitting privileges in order to provide abortions.

As a presidential candidate in 2019, she argued that states with a history of restricting abortion rights in violation of Roe should be subject to what is known as pre-clearance for new abortion laws — those laws would have to be federally approved before they could take effect. That proposal is not viable now that the Supreme Court has overturned Roe.
