Natural gas has traded at negative prices for weeks at a time in West Texas, where pipelines often lack the capacity to get the fuel to places that need it.

Two years ago, natural-gas prices surged after Russia invaded Ukraine and restricted supplies of the fuel to many European countries, terrifying Western leaders.

Now, the fuel is so abundant that some U.S. energy producers are often paying other businesses to take it away . Natural gas has traded below zero for much of the year in West Texas, home to the country’s largest oil field, the Permian Basin.

Companies operating in the region are drilling primarily for crude oil, but natural gas typically comes out of the ground with that oil — so much of it that on some days, drillers run out of places to store the gas or the pipeline capacity to send it to the Gulf Coast or California, where there is demand for it.

The result is an upside-down local market where producers are paying buyers to take a valuable commodity.

In West Texas, natural gas closed below zero on 57 days this year through July, up from nine in all of 2023, according to S&P Global Commodity Insights. In May, prices on what’s called the spot market — where last-minute trading happens — closed as low as negative $4.60 per million British thermal units. That same day in Florida, natural gas — used to cook, heat homes and generate electricity — fetched more than $3.

“The story in the Permian is: Where’s the gas going to go?” said Mike Howard, chief executive of Howard Energy Partners, which processes and transports natural gas.

Environmental regulators say NW Natural misleading customers about Oregon climate credit program Free Updated 2 days ago

In a newsletter, the state’s largest natural gas utility said oregon’s carbon crediting program might not lead to pollution reductions, which regulators say is wrong.

Oregon environmental regulators are concerned that the state’s largest natural gas utility is misinforming customers about a key climate change policy aimed to reduce greenhouse gases.

NW Natural, which provides natural gas to more than 2 million people in Oregon and southwest Washington, told its customers in a newsletter this month that the state is proposing a carbon crediting program that might not lead to direct greenhouse gas emission cuts.

This is untrue, according to the Oregon Department of Environmental Quality.

“The fundamental purpose of the Community Climate Investments is to support projects that reduce greenhouse gas emissions in Oregon,” Lauren Wirtis, a spokesperson for DEQ, said in an email.

NW Natural did not respond to a request for more information Monday.

The carbon credits, called Community Climate Investments or CCIs, are part of the state’s landmark Climate Protection Program that was first passed in 2021 but is being reworked this year following a judicial ruling in a lawsuit. NW Natural and two other natural gas companies filed the suit to derail the protection program, which includes emission reduction goals.

Under the climate program, the state would sell the carbon credits to fossil fuel companies in Oregon to help them offset some of their greenhouse gas emissions and meet the state’s emission targets. The state, with its suite of climate laws, is attempting to reach a 50% reduction in greenhouse gas pollution by 2035 and a 90% reduction by 2050 to confront the growing threat of climate change. The Environmental Quality Commission will vote on whether to approve the new Climate Protection Program by the end of the year.

Money from the sale of each carbon credit would be invested in projects that reduce emissions in Oregon. One credit would be equal to one metric ton of carbon dioxide released into the atmosphere, and companies could buy them for $129 per credit.

Credits would equal emission cuts

But in its newsletter, NW Natural claimed that this was not the case.

“In its carbon accounting, DEQ will include CCIs as emissions savings even if a project has not reduced emissions,” it reads. The sale of carbon credits, the newsletter claims, “could – but are not required to – result in emissions reductions at some point in the future.”

In an email, Wirtis cited three provisions of the draft Climate Protection Program showing that each credit the state sells would have to be commensurate with a metric ton of carbon dioxide that is not released into the atmosphere. The $129 cost per credit, described in the NW Natural newsletter as “the most expensive in North America,” includes a 4.5% fee so DEQ can pay for audits of all projects to ensure each credit reduces greenhouse gas emissions. DEQ would report compliance to the Environmental Quality Commission every two years.

The price per Oregon credit is about six times higher than the average cost of a credit on unregulated carbon markets, and about 1.5 times the price of average credits in state-run markets in California, Washington and British Columbia, Canada.

Only projects that reduce emissions, such as weatherizing buildings, heat pump or solar panel installations, or buying electric vehicles or vehicle chargers would get money from the sale of credits, according to DEQ officials. Credit recipients, largely nonprofits working on community-based projects, would be the beneficiaries in charge of executing the work.

“DEQ developed this model rather than allow companies to select their own offset projects, to better guarantee that Oregon communities will be involved in project development, will directly benefit from projects by reducing co-pollutants and so more communities could benefit from investments that support the transition to cleaner fuels and technologies,” Wirtis said.

In its newsletter, NW Natural officials also warned that residential rates could go up as much as 14% in the first year that the climate program is implemented if passed, and 35% within the next decade. A footnote says the projection is based on average customer usage and average weather conditions for customers.

Charlotte Shuff, a spokesperson for the watchdog group Citizens’ Utility Board, said it’s hard to know how accurate that might be without analyzing the data the company is using.

“It’s really hard to speak to how true the rate impacts are that NW Natural is referencing,” she said via email. “We have seen a trend in the past of NW Natural inflating the impact of customer costs. They’ve done it in communications to customers. They’ve done it in presentations to legislators.”

After a 7.1-magnitude earthquake shook southern islands in Japan on Thursday, the country’s meteorological agency sent out an ominous warning: Another, larger earthquake could be coming, and the risk will be especially high over the next week. In the first “megaquake advisory” it has ever issued, the agency said that the risk of strong shaking and a tsunami are greater than usual on the Nankai Trough, a subduction zone with the potential to produce magnitude 8 or 9 temblors. Area residents, it said, should prepare.

The message was not a prediction, but a forecast of enhanced risk — and it shows how far seismologists have come in understanding the dynamics of subduction zone earthquakes. 

Here’s what to know about the situation. 

A dangerous subduction zone 

The Nankai Trough is an underwater subduction zone where the Eurasian Plate collides with the Philippine Sea Plate, forcing the latter under the former and into the Earth’s mantle. 

Subduction zone faults build stress, and a so-called megathrust earthquake takes place when a locked fault slips and releases that stress. “Megaquake” is a shortened version of the name. These zones have produced the most powerful earthquakes in Earth’s history. 

The Pacific “Ring of Fire” is a collection of subduction zones. In the U.S., the Cascadia subduction zone off the West Coast runs from Vancouver Island, Canada, to Cape Mendocino, California.  

The Nankai Trough fault has several segments, but if the entire margin of the fault were to slip at once, Japanese scientists believe the trough is capable of producing an earthquake of up to magnitude 9.1 .

If a megaquake were to happen near Japan, the Philippine Sea Plate would lurch, perhaps as much as 30 to 100 feet, near the country’s southeast coast, producing intense shaking. The vertical displacement of the seafloor would cause a tsunami and push waves toward the coast of Japan. Those waves could reach nearly 100 feet in height, according to estimates from Japanese scientists published in 2020 .

A history of big quakes

The Nankai Trough has produced large earthquakes roughly every 100 to 150 years, a study indicated last year . Japan’s Earthquake Research Committee said in January 2022 said there was a 70% to 80% chance of a megathrust earthquake in the subsequent 30 years. 

Large Nankai Trough earthquakes tend to come in pairs, with the second often rupturing in the subsequent two years. The most recent examples were “twin” earthquakes on the Nankai Trough in 1944 and 1946.

The phenomenon is due to the segmented nature of the fault; when one segment slips, it can stress another. 

Thursday’s magnitude-7.1 earthquake took place on or near the subduction zone , according to the United States Geological Survey. 

Harold Tobin, a University of Washington professor who has studied the Nankai Trough, said the magnitude-7.1 quake took place in a segment that shakes more frequently than others. Regular earthquakes can relieve stress, so the possibility that the segment itself produces a big earthquake is less of a concern. The worry is the earthquake’s proximity to a segment that’s been building stress since the 1940s. “It’s adjacent to the western Nankai region and that’s clearly locked up. That’s the reason for alert and concern,” Tobin said. 

A forecast, not a prediction 

Scientists can’t predict earthquakes, but they are developing the ability to forecast times of heightened risk, particularly in areas with frequent shaking and good monitoring equipment, like Japan. 

Japanese authorities are asking residents to prepare, review evacuation routes and pay attention to potential future warnings . While the risk of a large quake is higher than usual, that doesn’t mean it will happen anytime soon. Japanese government warning guidelines suggest that the chance a large earthquake follows a magnitude-7 within a week is roughly “once per a few hundred times,” according to the study last year. 

The most likely outcome is that the recent shaking won’t trigger anything, even though the probability of a large earthquake is higher.

“We might wait decades before Nankai has another earthquake,” Tobin said. 

A known danger 

In 2011, an area of the seafloor roughly the size of Connecticut lurched all at once, producing a magnitude-9.1 earthquake — the third biggest recorded worldwide since 1900. That megathrust earthquake caused a tsunami off Japan’s eastern coast. More than 18,000 people died in the tsunami and earthquake, according to the U.S. National Oceanic and Atmospheric Administration. 

The following year, the Japanese government revised its natural disaster scenarios and found that some 323,000 people could die in a worst-case scenario earthquake on the Nankai Trough, mostly from tsunami effects. 

The Cascadia Subduction Zone poses a similar risk for the U.S. West Coast, though megathrust earthquakes are expected there less often — every 300 to 500 years. This fault has the capability of producing a magnitude-9.1 earthquake and tsunami waves 80 feet in height. Researchers recently mapped the fault in detail and found it was divided into four segments.
