'If scholars live or die in terms of the images they create, students of public administration are clearly in trouble even if some hope still exists. …' Thus began Robert T. Golembiewski his monumental book: 'Public Administration As a Developing Discipline, Part I, Perspectives on Past and Present'. He devoted the book to provide content for Public Administration as a field. 'Content in his case included not only an orientation to analysis, but also the skills and technologies necessary for supporting cumulative traditions of research and application. To quote from the book ' Public administration's early history is studded with symbols testifying to its rich destiny and performance. Not only were all problems ultimately administrative problems, for example, but the very existence of our civilizations depended upon the success with which we learn of to cope with the administrative ultimates.' Woodrow Wilson's influential conclusion who noted, " it is getting harder to run a constitution, than to frame one " did generate its many an echo. Again to quote from the Foreword to the monumental 1937 publication 'Papers on the Science of Administration' by Luther Gulick and Lyndall Urwick, " if those who are concerned scientifically with the phenomena of getting things done through cooperative human effort will proceed along these lines we may expect in time to construct a valid and accepted theory of administration. " The confidence of the first half of the 20 th century, however, did not last long. " For a variety of reasons, " Frederick Mosher concluded, " public administration stands in danger of … senescence. " Frederick Mosher further emphasized the crisis of identity concern soon thereafter: 'More is now known about public administration than was the case twenty years ago. But there is a great deal more to know. There are more depths to probe than were then visualized, and more different perspectives from which to start the probing. This field need bow to no other in respect to its sophistication about its subject matter. But such sophistication can senesce into mere dilettantism unless it is grounded in premises and hypotheses that are in some degree ordered and tested and that are continuously refreshed with new data and experience.' Φ The author a senior member of the Indian Administrative Service-the premier Civil Service of India is presently working as Additional Financial Advisor and Joint Secretary in the Ministry of Defence in the Government of India. Earlier till recently he was working as Secretary Finance, Government of Uttar Pradesh and prior to that as Member (Finance & Accounts) UP State Electricity Board. He was the key person in the UP government's team assigned with the task of structuring and negotiations of first ever stand-alone programme loan to a sub national government by the World Bank. He has vast experience of serving in the various field level Public Administration positions, PSUs and at the policy formulation levels in the secretariat. The views expressed here, however, are entirely his own and in no way should be construed to represent the organization / the government he happen to be serving/have served. In this apparently visible two-part article, the first part is devoted to capture the discipline of public administration as seen by the masters of yore and is based largely on the works of Robert T. Golembiewski. The second part of course is what may be euphemistically called the recipe of the author.

The success and survival of any organizations be they government or not is contingent upon group efforts and cooperation to achieve set goals. This paper discusses the nature and scope of public administration to say that in modern day societies, any administration in the public interest transcends beyond government circles and finds expression in other spheres of human endeavours including the church, mosques, postal services as well as international relations and diplomacy, respectively. The paper discusses the concepts of administration and public administration thereby creating a distinction between the two concepts. Furthermore, the understanding of the scope of administration through the various schools of thought have also been captured, the essence of which is to generate a clearer understanding of the discourse under review. The paper ends with conclusions.

P ublic Administration has reluctantly been accepted as a science by some of its sister disciplines in the Social Sciences. This may be ascribed to the eclectic nature of the Discipline and its reliance on related disciplines to explain, direct and inform study and practice. Public Administration studies human beings engaged in administrative and managerial duties in organs of state. Therefore, any study should consider the behaviour and actions of human beings in an organisational setting operating in a political environment. Sciences depend on theory to investigate, explain and predict the phenomena being studied. A science has to be founded on justifiable laws or acceptable theories to develop new knowledge and influence practice. Public Administration is in the unenviable position that it studies social phenomena subjected to continuous change due to societal values and political changes. Thus it has to be able to adopt theories providing for universal truths, but accommodating the new domain of study, e.g. the development of public-private-partnerships and the evolution of the developmental state. Various theories related to Public Administration will be investigated in this article to establish their relevance. This will be used as a foundation to enter into a discourse regarding the identification of the requirements against which Public Administration theory should be tested. With this as a point of departure the possible development of Public Administration related theories will be discussed.

The definition of public administration assumes several dimensions. The most common relates to the study of public entities and the relationship that exists among such entities and the world at a larger extent. It is, therefore, easier to explain the concepts related to public administration than attempt to offer a conclusive definition.

The manner in which organizations in the public sector are managed and organized, especially in reference to the guidance offered by public policy structures, which in turn influence government operations is the backbone of public administration.

It is worth noting that such government operations determine the extent of success of the plans put in place to meet the needs of the public.

Public administration also determines the extent in which states, towns and counties work in conjunction with the central and federal government in an effort to meet the needs of the public. Public administration as an educational discipline involves the training personnel who in turn offer crucial services to the general populace.

Street-level bureaucracy refer to activities carried out by public service entities whose constituents are street-level bureaucrats, such persons have distinct characteristics such as assuming front line position in carrying out activities.

This term also incorporates public servants who experience challenges in the real world, especially in the delivery of service. This is attributed to the existence of limited resources necessary for countering such challenges. Examples of street-level bureaucrats include Doctors, lawyers, clerks, teachers and healthcare workers.

Street-level bureaucrats make policies through conformation to set out guidelines and procedures such as taking responsibility on the direction to be taken in executing existing policies. In the process new policies are formulated to cover up for the existent gaps.

Street-level bureaucrats also make policies through screening recipients of public service thus changing the criteria for selecting persons thus eventually deciding who can be a client or not.

Street-level bureaucrats also decide the areas in the society where resources will be directed, especially in regard to the level of need, this eventually brings forth the need for policymaking. The above-mentioned activities can be achieved through maintaining discretion, interpretive ability and high degree of authority.

Rational comprehensive approach to decision making involves careful analysis of all the possible solutions or methodologies required to achieve a definite end result. It is necessary to appreciate the usefulness of clarifying values as it helps in identifying the most effective and efficient manner in achieving the stipulated end results.

This type of decision making is founded on the assumption that an individual possesses all the relevant information required to make informed choices.

Incremental decision making differs from rational comprehensive approach to decision making in that it is a progressive form of decision making that develops slowly from the initial steps with the aim of building consensus and incorporating all possible and suitable options critical to achieving end results.

It takes a considerably long period of time and involves people with the sole objective of producing results through concerted efforts. In short rational comprehensive model involves acquisition of information, a factor that brings clarity in thoughts actions, goals and selection criteria.

This process creates several options critical for decision making to take root. These issues are absent in incremental model which is seen as muddling through thus absence of vision.

Charity is an activity that aims at relieving the suffering that is experienced by people with the sole purpose of making such persons comfortable on a temporary basis. Philanthropy, on the other hand, aims at solving the root cause of such problems with the aim of creating irreversible change among individuals.

The foundation of philanthropy is innovation and empowering persons to take charge of their destiny with the sole purpose of meeting the deficiency in needs of the general population, resources given out as a result of philanthropy is directed towards social investment.

Resources given out as a result of charity can be best illustrated when a well off person or company dips into his pocket and provides money to mitigate an impending distortion of how life ought to be.

An illustration is the corporate social responsibilities taken up by AIG insurance that aim at empowering people especially young entrepreneurs in developing countries, this can be termed as philanthropy.

The same company gave out a considerable amount of money to victims of disasters, especially in Asia in a bid to reduce their suffering, this point to charity.

Picket fence federalism is a term used to refer to the application of policies and guidelines at all levels of government with the aim of achieving specific goals and objectives. It is necessary to point out that such policies in a number instance refer to education, health, infrastructure, urban development and eradication of unemployment.

An example of application of picket fence federalism is in Fresno County, especially in the enactment of preschool education strategies for the purpose of enrolling a majority of the children in the county into schools.

This procedure is made possible by policies and rules put forth at both higher and lower levels of government. This is then replicated in the whole of central valley and California at large.

The people who lead and manage teams in government and nonprofit organizations are known as public administrators. In this role, you must be committed to making a difference in the world. If you become a public administrator , you may work at the local, state, or national level. You might specialize in one area or have a variety of responsibilities. Either way, you'll need a broad set of skills to successfully create change.

What You Need to Know for Government and Nonprofit Leadership

1. The Basics of Public Administration

Every public administrator should have a grounding in how agencies and nonprofits operate. You'll need to know the role and ethical requirements of public servants like the back of your hand. Understanding public policy processes and administrative law will be crucial. You may also have to navigate the complexities of state and local governments and their relationships with federal agencies. If you're unprepared, you won't be able to overcome challenges like polarization, gridlock, shifting demographics, tight budgets, and tough economic conditions.

2. Human Resources Management

Managing people is a cornerstone of public administration. Part of your job will be to recruit, retain, and develop qualified employees. As a leader, you'll work with HR to follow labor laws, create an inclusive, engaged workplace, and meet organizational goals.

Proposals should describe your research and program designs, outcomes, objectives and methodology, data management, evaluation, and budgets. After you receive a grant and contract, you must also monitor and report program and financial data.

Program Evaluation

It is not enough to start a new program. You want it to be efficient and successful. Administrators need to set clear and measurable performance metrics. You should collect and study this data regularly. These numbers will inform your future spending and program improvements or renewals. 

Operational and Strategic Management

Nonprofit leaders may work with an executive team, board of directors, full-time staff, and volunteers to define and achieve their mission. They manage operations, develop strategic plans, and ensure their programs have a real impact. In addition, public administrators must follow the laws for nonprofits, including those related to lobbying and electoral politics.
