How School Discipline Impacts Students’ Social, Emotional and, Academic Development (SEAD)

What is school discipline.

Last year, Mississippi schools used corporal punishment 4,300 times — and the impact affects more than the students experiencing the abuse. According to one parent in Madison County School District, her son’s perception of safety in school changed after seeing another student get paddled in his classroom. This is a prime example of harsh school discipline practices, which can harm students’ social, emotional, academic, and in some cases, physical health. These practices must be reformed.

In general, school discipline refers to the rules and strategies applied in school to manage student behavior and support students in developing self-management skills. Informed by national, state, and local laws, school discipline encompasses a wide range of policies and practices — from those that are positive and evidence-based in supporting holistic development, such as restorative justice and Positive Behavioral Interventions and Supports (PBIS); to practices that are most harmful, including discriminatory codes of conduct, expulsions and in- and out-of-school suspensions, corporal punishment, seclusion, restraint, and other punitive and exclusionary measures.

School discipline policies are broadly intended to foster a high-quality learning environment by maintaining safety in the classroom; however, far too often, schools adopt measures that harm a student’s social, emotional, academic, and in some cases, physical health and well-being.  

To create physically safe and emotionally supportive environments for all students, schools must adopt evidence-based approaches such as restorative justice that can be used to build and repair relationships while also holding students accountable for their actions. When positive discipline policies and practices use a race-equity lens and are fairly implemented, these efforts can not only create safe and inclusive learning environments, but also support students’ holistic development.  

The Impact of School Discipline

School discipline policies and practices are a critical part of creating a school’s overall climate. Choosing harmful practices can result in short and long-term negative impacts on students’ social, emotional, and academic development (SEAD), whereas other, evidence-based practices can support a students’ holistic development and well-being.  

Although the rules may be intended to be applied equally regardless of a student’s race, gender, sexual orientation, socioeconomic status, disability status, or other personal characteristic, harmful school discipline policies are often disproportionately used on underserved students, particularly students of color and students with disabilities. Harsh discipline practices, such as corporal punishment, restraint, and seclusion can result in serious and life-threatening physical injuries. These and other practices, such as hardening measures (e.g., metal detectors and school police) and exclusionary discipline (e.g., suspensions and expulsions), create even more academic and psychological harms and have been linked to the school-to-prison pipeline.  

While districts and schools are supposed to reserve these various school discipline policies for serious offenses, many also employ these measures for minor and subjective infractions, including dress and hair code violations , talking in class, truancy, tardiness, “willful defiance,” and more. In many instances, students of color and students with disabilities are targeted for these minor offenses in ways that attack their cultural identity and strip them of their rights to a safe, healthy, and inclusive learning environment.  

Improving School Discipline Beyond Covid-19

The impact of the COVID-19 pandemic continues to take a toll on students’ mental health and well-being. The National Center for Education Statistics found that 56% of school leaders said the pandemic led to increased classroom disruptions from student misbehavior. And 48% said it led to more acts of disrespect toward teachers and staff.  

Even though school leaders have reported a dramatic uptick in students “acting out,” it is not without valid reasons. Whether it’s the devastating impact of losing a loved one, or the disruptions to routines, relationships, and learning environment due to months-long quarantines, the pandemic resulted in economic and health challenges, increased stress, social isolation, and anxiety for students. It’s no surprise the COVID-19 pandemic deeply affected student behavior in school.  

As reports demonstrate , school staff has had increasing challenges with responding to student behavior. While stricter school discipline policies are broadly intended to foster a safe and manageable learning environment, discipline is far too often used in ways that further harm students’ social, emotional, academic, and in some cases, physical and mental health and well-being.  

How to Evaluate a State’s School Discipline Policies

School discipline practices are determined by policies at all levels — federal, state, district, school, and even in individual classrooms. State leaders can have strong influence in how districts adopt and implement school discipline practices and policies by:  

  • Creating clear goals
  • Adopting evidence-based guidance and policies
  • Publicly reporting discipline data

In 2022, building on Ed Trust’s 2020 seminal report titled, Social, Emotional, and Academic Development Through and Equity Lens, in partnership with CASEL, Ed Trust released Is Your State Prioritizing Social, Emotional, and Academic Development? , a 50-state scan that shows how states support the social, emotional, and academic needs of students in their discipline policies, as well as four other key policy areas:  

  • Professional development
  • Rigorous and culturally sustaining curriculum
  • Student, family, and community engagement
  • Wraparound services

Educators, advocates, and policymakers at all levels of government can use the 50-state scan to evaluate how their state’s school discipline policies compare to other states in holistically creating safe, supportive, and inclusive environments for students.  

Implementing Fair and Positive Discipline at the Local Level

A crucial part of implementing positive discipline practices with fidelity is ensuring all adults in schools and districts develop a race equity lens with which to implement those skills. A long history of research in school discipline shows that disproportionate disciplinary outcomes for students of color are not due to differential rates of behavior, and that the role of discrimination and bias in discipline outcomes must be taken seriously. Furthermore, research shows that using an approach that is racially and culturally conscious is the key to addressing disparities in discipline. A race-equity approach should therefore be embedded in all actions districts take to address discipline policies and practices.  

For actionable guidance, district leaders can use the toolkit from the Alliance for Resource Equity (ARE), a partnership between Ed Trust and Education Resource Strategies. ARE has developed a series of tools and guidebooks that outline specific actions to create a more equitable student experience, starting with a diagnostic tool that identifies areas for growth in a district’s current policies and practices. Then, district leaders can then reference the guidebook on creating a positive and inviting school climate that demonstrates how to further these goals. In particular, district leaders should consider the following key question in the ARE diagnostic tool and guidebook:  

Does each student experience a safe school with transparent, culturally sensitive, and consistently enforced rules and discipline policies?  

Decisions at the local level can ensure that state and federal discipline policies are implemented with fidelity or can even go beyond current policies by utilizing better or more evidence-based practices. District leaders have the power to set equity-focused policies and develop educator capacity for implementing positive discipline practices. These actions can create positive and inviting school climates where students feel safe and are held accountable for their actions in ways that best support their social, emotional, and academic development.

Aiming for Discipline Instead of Punishment

Brain-aligned discipline isn’t compliance-driven or punitive—it’s about supporting students in creating sustainable changes in behavior.

There are many perspectives on the topic of discipline in our classrooms and schools, and I’d like to explore the idea of using brain-aligned discipline with students who have adverse childhood experiences (ACEs). 

Traditional punishment with these students only escalates power struggles and conflict cycles, breeding an increased stress response in the brain and body. Punishment is used to try to force compliance. The vast majority of school discipline procedures are forms of punishment that work best with the students who need them the least.

With our most difficult students, the current way schools try to discipline students does not change their behavior, and often it escalates the problems.

Discipline, unlike punishment, is proactive and begins before there are problems. It means seeing conflict as an opportunity to problem solve. Discipline provides guidance, focuses on prevention, enhances communication, models respect, and embraces natural consequences. It teaches fairness, responsibility, life skills, and problem solving. 

There are times when students need to be removed from the classroom and school for aggressive, volatile actions, but upon re-entry we should make a plan of action that begins to address these actions in these brain-aligned ways.

The neurobiological changes caused by chronic negative experiences and a history of adversity can trigger a fear response in the brain. As Pam Leo says, “A hurtful child is a hurt-filled child. Trying to change her behavior with punishment is like trying to pull off only the top part of the weed. If we don’t get to the root, the hurtful behavior pops up elsewhere.” In children the fear response often looks aggressive, defiant, and oppositional.

Young people with ACEs have brains that are in a constant state of alarm. In this alarm state, consequences don’t register properly. Discipline can only be done when both the educator and the student are calm and self-regulated. If they aren’t, behavioral difficulties will escalate. 

In a brain-aligned model of discipline, we must teach the behaviors we want to see, laying the groundwork for prevention systems and strategies. 

Preventive Brain-Aligned Strategies

Preventive systems are taught as procedures and routines. They are collaborative and filled with choice. Their purpose is to create a sustainable behavioral change, not just compliance or obedience for a short period of time. 

I teach students about their neuroanatomy, so they understand what happens in their brains when they become stressed, angry, or anxious. When we understand this, we feel relieved and empowered. 

In morning meetings or whole class time, I discuss the prefrontal cortex, amygdala, and neuroplasticity with students. We identify and make lists of our emotional triggers and coping strategies, and I teach students to use their breath and movement to calm their stress response systems. 

Is there an adult in the school who connects with this student and has a space where the student can go if they need to regroup and calm their stress response systems? Are you teaching these procedures ahead of a time when a student needs to regulate away from the class? 

Could your school create a area for both teachers and students to go to when they need to reset their emotional state? This area could be stocked with paper, markers, crayons, water, soft music and lighting, a jump rope, a stationary bike, lavender scented cotton balls, jars for affirmations or worries, or a rocking chair. Students will need to be taught ahead of time how to use this area, which they should need for just two to five minutes in order to feel refocused and ready to return to class.

Examples of Natural, Non-Punitive Consequences 

Name-calling: Have the student create a book of positive affirmations for the class, or have them create a list of “kind words” and teach them to a younger class.

Low-level physical aggression (pushing, kicking, hitting): Some consequences could include giving the student a new learning space in the room or a new spot in line, or they could be tasked with performing an act of kindness or service for the hurt person.

If this occurs at recess, the student could be tasked with assisting a teacher on recess duty in monitoring the playground, noticing everything that is going well. They can roam around the playground, still getting the exercise they need. Or again they could perform an act of kindness toward the student who they hit.

Inappropriate language: This calls for a discussion when both student and teacher are in a calm brain state. Sometimes words that are inappropriate at school are used at home, so we need to understand the cultural context and have a discussion with the student.

An older student could research the words they used and report to you on why they’re not school words; younger students could try to write out what they were trying to convey using school-friendly language or drawings. 

Incomplete assignments: Have a one-on-one discussion to convey what this behavior communicates to you. Ask if something has changed at home or school, or if the student doesn’t understand what is required. Make a plan with the student and possibly a parent for making up the work that has been missed. And consider assigning a student mentor to help the student.

The research is clear. Our brains learn best in a state of relaxed alertness. Our discipline systems must begin to shift toward creating this state in all the members of our school community.

Corporal punishment is the act of using physical force to punish a student for wrongdoing. It might involve a ruler across the back of the hand or a cane to the rear. Corporal punishment has since been outlawed as a cruel and unusual punishment. In this essay, I explore the for and against of implementing corporal punishment within education.

One reason to bring back corporal punishment is to give power back to teachers again. Teaching staff often struggle to chastise students because current punishments have no intimidation power. If they have no power to intimidate students, there’s nothing to fear and no deterrent. A lack of corporal punishment leaves teachers powerless to prevent bad behavior.

On the other hand, corporal punishment often causes injuries and trauma unnecessarily. Many acts of corporal punishment leave visible marks and bruises. The mental anguish, particularly for vulnerable students, can last a lifetime. This doesn’t have the effect of dealing with bad behavior. It can lead directly to lifelong mental problems.

There are also studies showing corporal punishment has no effect on bad behavior. They demonstrate the behavior altering effects is actually trauma coming to the surface. This can cause chronic low confidence and low self-esteem.

Corporal punishment is a viable alternative to suspension. Children often don’t enjoy school. A suspension from school can send out the message it’s a reward rather than a punishment. Using corporal punishment keeps students in school and punishes them, therefore making it clear it isn’t a reward.

There’s always the risk of it leading to abuse in the classroom, however. Teachers do differ in how hard they hit a student. There’s a difference between a 100-pound female teacher and a 250-pound male teacher delivering corporal punishment. This leads to an uneven system whereby the severity of the punishment largely revolves around luck. It’s unfair on students and only makes abuse by teachers more likely.

When a student is punished severely, parents often have to leave work to collect them and take them home again. It disrupts the school schedule and the parent’s schedule. Constant call-outs could lead to a parent losing their job for being unreliable. It can cause a great deal of damage to a family. Corporal punishment stops this from happening because it places the trust in the hands of the teachers.

Putting trust in teachers isn’t something everyone is willing to do, however. Sexual abuse is a major topic in schools and parents are rightly worried about the chances of this abuse manifesting itself. Abuse comes in many different forms. A male teacher could touch a female student on the breast and claim he was meant to touch her on the shoulder. All corporal punishment does is increase the likelihood of sexual abuse occurring.

Student misbehavior hasn’t vanished during distance learning, but schools are finding that imposing discipline in a virtual environment is a complicated and often murky process, and that current laws don’t neatly apply to online behavior.

The California Department of Education has not yet released suspension and expulsion data from the 2019-20 school year, but teachers and advocates interviewed by EdSource say school discipline, such as suspensions and expulsions, is still happening during distance learning, although less frequently than when students attended school in person.

Cheating on online tests, disrupting online class, and drug and weapon violations are among the more common offenses they’ve encountered. But how those students are punished has varied widely.

“School districts have been so focused on setting up distance learning — rightfully so — that proactive and transparent discipline policies have taken a back seat,” said Mandy Leigh, a San Francisco attorney who specializes in school discipline and special education law. “But it’s something school districts need to take seriously because there’s a lot at stake.”

Lack of data is perhaps the biggest problem, advocates said. Under state law, schools are required to track and report suspensions and expulsions and the subgroups of students who are disciplined — by ethnicity, gender or whether they’re in special education. But data about school discipline during the pandemic so far has been elusive.

Even when the state releases the data for 2019-20, it won’t distinguish between suspensions and expulsions before schools closed in March due to the pandemic, and discipline meted out when students were learning at home.

Complicating matters, discipline strategies look different when students aren’t in a brick-and-mortar classroom. Instead of teachers sending students to the principal’s office or to an in-school suspension room, they’re more likely to mute a student’s audio on Zoom or turn off a student’s video.

Or, they might send the student to a temporary Zoom “break-out room,” apart from the rest of the class.

Those actions aren’t likely to be recorded as formal suspensions, but in a way, they are still removals from the learning environment if they last for significant amounts of time, such as an hour or more, said Dan Losen, director of the Center for Civil Rights Remedies at UCLA.

“This is something we are very concerned about,” he said. “Unfortunately, even if we had data from last year, which we don’t, there is not a category or clear definition for an out-of-school or in-school suspension from online instruction.”

Advocates also fear that if Black, Latino, Native American and special education students are being disproportionately disciplined compared to their peers, the trend will be masked by a lack of records of incidents. Without such information, it will be more difficult for schools to be held accountable for discrepancies in suspension and expulsion rates, said Linnea Nelson, an attorney at the American Civil Liberties Union of Northern California who specializes in education equity issues.

Even before the pandemic, those subgroups of students, particularly Black students, faced more suspensions and expulsions than their white peers, according to data collected by the California Department of Education. But the gap has likely widened because student misbehavior is often the result of trauma or a crisis at home, and certain groups, such as Black and Latino families, have been disproportionately impacted by the pandemic and economic downturn, Nelson said. A survey released in September by the Commonwealth Fund found that Black and Latino adults were far more likely than whites to have experienced economic hardship and mental health challenges related to the pandemic.

“Discipline data is one of the ways we get a snapshot of how civil rights issues are playing out in schools,” Nelson said. “But if incidents aren’t being properly recorded, then we have no objective way to measure impacts on students. … We do know that the pandemic is exacerbating disparities throughout society, including school discipline.”

Student misbehavior itself has also changed with the shift to distance learning. The ACLU and other groups are monitoring several high-profile school discipline cases, in California and elsewhere, in which teachers spotted BB guns or toy guns in students’ homes and took disciplinary action — in some cases calling the police because they thought the guns were real.

In the East Bay Area, a school district sent police to a student’s home after a school staff member allegedly saw a gun on screen during a Zoom session. The gun was an unloaded toy BB gun, and the family filed a legal challenge over the district’s decision to discipline the student, according to Damien Troutman, a San Francisco attorney who specializes in school discipline who is working on the case. In Louisiana , a fourth-grader was suspended in September when his teacher saw a BB gun in his bedroom. In Colorado , school officials called the police on a seventh-grader who had his hand on a “Zombie Hunter” toy gun. A similar incident happened to a sixth-grader in New Jersey .

Parents in those cases believed the students had a right to have toy guns in their homes. But if online class was in session, the rules might not be so clear, said Leigh, the San Francisco special education law attorney.

In California, possessing weapons at school is a violation of the state education code and grounds for suspension or expulsion. The law applies not just to school campuses, but any off-campus school activity, such as field trips or club events, and likely includes a student’s home during distance learning, Leigh said. Because most parents probably don’t realize this, schools need to do a better job communicating the rules and behavioral expectations during distance learning, she said.

Beyond weapons possession, a host of other offenses aren’t spelled out in the education code as grounds for suspension or expulsion, but might fall under an individual school’s discipline policy, such as cyberbullying —when a student harasses another student online, sometimes publicly on social media — cheating, harassment and dress code violations. Troutman said some students have been disciplined for political harassment — waving Trump flags during a Zoom session with the intention of intimidating other students, for example.

In addition, high school teachers say sometimes students turn off their cameras and shop, watch movies, scroll through social media or play video games during class, all of which may be violations of school policy. The infractions are not usually grounds for suspension, but could be subject to other forms of classroom discipline.

But excluding a student from class, even by sending them to a Zoom break-out room, almost never improves a student’s behavior, said Wendy Tucker, senior director of policy at the National Center for Special Education in Charter Schools. Tucker recently published a white paper on how schools can improve their discipline protocols for students with disabilities during school closures.

Talks with the family, referrals to a counselor or social worker and creating long-term plans to address a student’s misbehavior are more effective ways for schools to handle school discipline, she said. In general, addressing the underlying reasons for the misbehavior nets better results than suspending or expelling a student, she said.

“If you think about the loss of learning that’s happening anyway due to Covid, seeing students removed from class is extra concerning,” Tucker said. “I get it — If I’m a teacher and I have 26 third-graders, it’s easier to stick them in a breakout room than reach out to the family. I know that we’re asking a lot of teachers already. But for so many kids, especially those who’ve experienced trauma, education is so important right now. It really is a lifeline.”

For the past several years, schools have been under pressure to improve the ways they respond to students who misbehave. Effective this school year, the state has banned suspensions for “willful defiance” — defying school staff or disrupting school activities — in grades K-8. For the previous several years, this category of suspensions had been prohibited only in kindergarten through third grade.

San Bernardino City Unified is among the districts in California that had relatively high rates of suspensions before the ban on willful defiance suspensions, but has since seen rates gradually decline over the past seven years. Since 2011-12, the district has decreased its overall suspension rate from 7.6% to 5.5%, in part by adopting restorative justice, conflict resolution and anti-bullying programs that have greatly improved campus climates — virtual and otherwise, district officials said.

The anti-bullying program has been especially useful in curbing cyberbullying, which has been increasing in many schools during the pandemic because students are spending more time online, said Marlene Bicondova, the district’s director of positive youth development. An example of cyberbullying would be a student maliciously singling out another student and urging classmates to shun him or her. Most schools have policies against cyberbullying, whether it happens during school hours or outside of school.

In San Bernardino’s anti-bullying program, adopted three years ago and now happening on Zoom, school counselors enlist students’ help in publicly supporting students who’ve been bullied, without the bully being singled out. That sort of peer pressure has been more effective in changing a bully’s behavior than suspension or other traditional discipline practices, she said.

Of the 95 bullying cases school staff handled over the past three years, nearly all were resolved successfully through this program, even cases that occurred after campuses closed and the program shifted online, she said.

“We learned that we can’t just keep suspending kids. When we suspend them, they just come back angrier,” she said. “No strategy is going to solve all kids’ bullying issues, but this definitely helps. We’ve seen huge improvements and know it works. … Now we know it works in distance learning, too.”

This is an educational process for parents as well as students. Many parents are benefiting from the increased use of technology and the many hours teachers spend not only teaching the children but the parents. What a wonderful opportunity for Californians to get smarter! The days of sending the kids to “brick and mortar” just to get them out of the parents’ hair is done. Now I realize that kids need to get away from toxic parents but sending them to school where teachers have to deal with all the problems isn’t fair either – we are not babysitters.

I think making parents accountable has come shinning through this pandemic. The parents that love their children and want to see them succeed are making every effort to work with teachers. There has never been a better time to be a community – without brick and mortar overhead. Kids today need to be technologically savvy! So do their parents.
